  • Overview

    The Contract Transition Manager will be responsible for successful transition and stand up of the newly awarded Peraton contract to include oversight of staffing and management stand up functions. The manager will be accountable for all facets of the transition including transition meetings and plans, coordinating between contract and government leadership and technical teams, and completing the transition on time with no service impact to our customer. Transition Manager will report to the Peraton Program manager.


    • Achieve a successful Peraton Transition In for the newly awarded program on schedule and within cost.
    • Read and understand the contract and the associated Peraton proposal.
    • Conduct all Transition activities consistent with the contract and Peraton’s proposal to stand up capabilities that achieve the required/offered approach.
    • Assess and evaluate the EDS program’s status and make recommendations to Peraton’s Program Manager on immediate, short, and long-term actions to facilitate a smooth transition and contract start up.
    • Coordinate with the Peraton Program Manager, customer program manager, customer senior management, and host installation organizations as necessary to facilitate a successful Transition In.
    • Author and own the refinement, initial delivery, editing, and final delivery/approval of a Peraton Transition Plan (as a required CDRL) NLT the contract-defined schedule. Transition Plan should be fully coordinated with the Peraton Program Manager.
    • Coordinate with the out-going prime contractor to integrate their out-going Transition Plan with Peraton’s incoming Transition Plan.
    • Organize and execute the implementation of the approved Peraton Transition Plan including not-less-than daily status meetings with the Peraton Program Manager and Peraton Transition team. Involve others as may be appropriate including the customer, Peraton subcontractors, out-going prime/subcontracts.
    • Manage, track and report progress of the Transition Plan against a baseline set of Transition Plan milestones at a level of detail sufficient to provide Peraton’s Program Manager and government customer with the visibility needed to determine deviations & risks and address those with proactive solutions and/or corrective actions.
    • Lead the development, coordination, tracking, submission, and status/expense reporting of all contract deliverables/CDRLS occurring during the Transition In phase such as Transition Phase-In Plans, Transition Readiness Review packages, and Transition Phase-Out plans.
    • Conduct all activities in a manner that minimizes impact to mission, requirements, operations, and resources. Where risks exist, the Transition Manager is to provide both the Peraton PM and customer sufficient warning to adjust the plan and/or mitigate risks as appropriate.
    • Coordinate with customer facilities, security, contracts, finance, program management, and technical personnel sufficient to implement the Transition Plan.
    • Lead the planning of all associated activities necessary for the transition of services, licenses, tools, infrastructure, assets, and facilities from the incumbent contractor.
    • Perform schedule and cost reporting.
    • Provide regular briefings to the Peraton PM and the customer.
    • Support program management reviews and technical meetings.
    • Determine, with the Peraton PM, immediate, short, and long-term staffing needs and support filling those staffing needs; Facilitate hiring and onboarding.
    • Establish the initial “Emerging Requirements Process” with the lead Task Order Manager, Chief Engineer, and Peraton PM sufficient to take on board new task orders requested by the customer during the Transition In phase of the contract.
    • Support individual task leads in executing their initial work plans.
    • Ensure that appropriate lifecycle resourcing, training, tooling, support and documentation is delivered with a formal project sign-off from all key stakeholders.
    • Prepare and conduct all Transition meetings and reviews and document/manage/communicate any resulting action items until closed.
    • As needed, support the development of policy documents, plans, or exercises.
    • Serve as a trusted liaison, along with the Peraton PM, to the client and other stakeholder organizations; Provide appropriate introductions.
    • Support the Peraton PM as required and assist in the establishment of a culture reflective of Peraton’s core values and customer’s mission.



    • BS degree or higher and 15 years’ experience in industry with at least 10 years supporting Air Force space programs, successful leadership of at least two transitions, and at least ten years’ experience in managing project/program delivery within the Federal Government, including:
      • Starting and leading customer engagements
      • Program and business operations
      • Resourcing, scheduling and training
      • Vendor and service provider management
      • Information sharing
    • Experience managing large and diverse teams
    • Clearance: TS/SCI



    • Excellent verbal, interpersonal and written communication skills
    • Strong analytical, problem-solving and decision-making capabilities
    • Team player with the ability to work in a fast-paced environment
    • Proficient in MS Office Suite
