  • Overview

    Peraton is seeking a procurement professional to lead its Strategic Proposal Team. The Peraton Strategic Proposal Team provides the strategic sourcing and teaming guidance that shapes the vision and direction of corporate pursuits. The successful candidate will be a hands-on, collaborative, professional, and strategic thinker that is skilled in contract review, negotiations, executing strategic plans, and accomplishing business objectives. Must have deep experience in driving sourcing decisions with a track record of success working in a team-based environment. The Senior Manager will also be responsible for overseeing Peraton’s Small Business Department, and therefore, should have working knowledge of developing master and individual small business plans, conducting outreach, and reporting per regulatory requirements.


    As Peraton is a next generation national security company, the Senior Manager must possess or be able to obtain a TS/SCI clearance.


    Major tasks and responsibilities include:

    • Collaborating with capture teams in defining sourcing requirements, vendor selection, completion of business objectives, and small business goals
    • Partnering with materials and services procurement teams to structure contractual documentation to mitigate or manage risks, to align with company and mission objectives, and to comply with customer requirements, federal and public law, and business ethics and integrity
    • Establishing and executing a framework for appropriate market research
    • Conducting due diligence on prospective suppliers to evaluate past performance, financial solvency, and other risk indicators
    • Contributing to proposal content relative to procurement support and small business objectives
    • Mitigating risk and exposures through audit and control processes, thoughtful analyses, and consideration of impacts and planning
    • Collaborating, communicating, and partnering with peers and internal stakeholders to ensure procurement programs, strategies, policies, and procedures are appropriate and aligned with priorities
    • Driving efficiencies and improvements relative to requirements, processes, systems (recommendations), and execution in areas of responsibility
    • Identifying opportunities to establish or leverage existing master level agreements with suppliers
    • Overseeing the Small Business Program ensuring compliance with federal regulatory and statutory requirements
    • Mentoring and training personnel and peers on fundamentals of strategy in pursuit and small business goal planning
    • Developing KPIs against which team performance will be measured
    • Actively participating in procurement-wide improvements



    • Bachelor’s Degree in Business, Finance, Supply Chain, or similar field and at least 12 years of procurement experience or a Master's Degree with 10+ years of experience
    • 4 years in a management capacity
    • Proven skills in preparation and interpretation of various subcontract types: firm fixed price (FFP), time & material (T&M), cost plus award fee (CPAF), cost plus fixed fee (CPFF), cost plus incentive fee (CPIF) and master level agreements (IDIQ, BOA, MSA)
    • Strong working knowledge of FAR, FAR Supplements, and other agency regulations (FAA, NRO, etc.) and Export Control and ITAR
    • Hands-on knowledge of strategic sourcing methodologies; negotiation principles; procurement fundamentals, principles, theories, and processes; and reporting to senior leadership.
    • An advanced level of collaboration, influencing, and consulting skills at all levels of an organization along with the ability to effect strategic direction at the executive level.
    • Ability to handle multiple projects at the same time and complete advanced projects on time with minimal supervision.
    • Proven ability to identify and evaluate opportunities to appropriately in-source, out-source or co-source activities, emphasizing value-added activities and minimizing non-value-added activities.
    • Ability to clearly articulate point of view verbally and in writing, quickly grasp business objectives and strategies and how service offerings support the attainment of those objectives.
    • Proficiency in Microsoft Office Suite


    • An advanced degree, such as an MBA, and/or applicable specialized training/certifications (CFCM, CPCM, CCCM, etc.) is a plus


    • Must possess or be able to obtain a TS/SCI clearance
