  • Overview

    We are seeking a Senior Subcontracts Administrator in Greenbelt, MD to perform as team lead for all subcontract actions in support of assigned pursuits, proposals and/or various programs (including execution of Non-Disclosure Agreements, Teaming Agreements, Strategic Partnership development and Acquisition Strategy development). This position does have remote capabilities however the selected individual must be local to one of the following offices Greenbelt, MD; Las Cruces,  NM and Herndon, VA.


    • Lead all aspects of the Subcontract process including generation of Requests For Proposals, proposal evaluations, source selections, negotiations, file documentation, change management, invoice approvals, dispute resolution and subcontract close-out.  
    • Provide timely and accurate subcontract status to management. 
    • Support Subcontracting Plan initiatives with Small Disadvantaged, and Small Woman-owned Businesses as required. 
    • As primary interface, one will be expected to apply ingenuity and innovation to develop solutions to complex subcontract problems.  
    • Develops subcontract statements of work (SOWs) and terms and conditions for the procurement of specialized materials, equipment and/or services.
    • Prepares bid packages, conducts bidders' conferences, analyzes and evaluates proposals, negotiates subcontract provisions, selects or recommends subcontractors, writes awards and administers resulting subcontracts, ensures compliance to all internal and Government (FAR) Procurements Regulations, monitors Subcontractor performance and initiates corrective action measures when necessary.
    • Negotiate and coordinate additions, deletions or modifications to subcontracts.



    • Bachelor's degree and 5+ years of related experience (or a Master’s degree and 3+ years of related experience)..
    • Experience managing various types of moderately complex to complex subcontracts, including hardware, software, IT Solution development subcontracts, complex services subcontracts, and follow-on/production subcontracts.
    • Experience with the following subcontract types: FFP, FPIF, T&M, Labor Hour, Cost Reimbursement (w/fixed-fee, incentive fee or award fee).
    • Prior experience in Government and Commercial Subcontracting.
    • Proven ability to manage Contractor/Subcontractor performance in the areas of technical scope, schedule and cost.
    • Familiarity or background with FAR/DFARS
    • Experience utilizing strong written and verbal skills.
    • Experience with demonstrating strong attention to detail.


    • Experience in NASA procurement regulations
    • Ability to navigate a fast-paced, team environment to adjust priorities in order to meet critical deadlines.
    • Ability to take a leadership position in a program team environment..



     This position requires the candidate to be able to obtain and maintain a Top Secret (TS)  security clearance.  In order to obtain a clearance candidate must be a US Citizen and show proof of citizenship.
