    We are seeking a Technical Project Manager to lead a new Optical Communications R&D effort in Greenbelt, Maryland. The selected individual will support Next Generation optical communication ground terminal studies and development for the NASA Space network. 

    Responsibilities

    The manager will ensure the logical and systematic conversion of network requirements into solutions that acknowledge technical, schedule, and cost constraints.

     

    This position requires expertise in:

     

    Project Management including:

    • Financial Management
    • Technical compliance
    • Schedule creation and tracking.

    Requirements analysis including:

    • Optical communications technology assessment and development
    • Optical ground station system design
    • System integration
    • Hardware and software testing

    This position involves the integration of new hardware and software systems.  Other responsibilities include:

    • Risk analysis
    • Customer support
    • Presentations

    The Optical R&D Project manager will be expected to:

    • Organize the project work according to a Work Breakdown Structure (WBS). In addition, develop an associated WBS Dictionary.
    • Develop and update an integrated task schedule covering all project activities and deliverables.
    • Coordinate and assign project resources to project tasks including identifying and hiring additional talent to support the project.
    • Manage the execution of trade studies to ensure a repeatable, efficient method for visible, traceable, and justifiable decisions pertaining to optical communications ground station development.
    • Manage the execution of technology assessments, research, and development activities.
    • Support and attend NASA meetings, as required, including periodic status meetings. Complete action items as assigned by NASA management.
    • Coordinate and support joint Technical Interchange Meetings (TIMs) with NASA development and engineering teams.
    • Coordinate with other projects and organizations (e.g., NASA Communications Services Office (CSO)) and support working groups, as necessary, to obtain technical information relevant to conducting optical communications R&D efforts.
    • Propose and perform any additional work that must be accomplished to ensure that project objectives are met.
    • Consider and use, as deemed appropriate, innovative methods, techniques, technologies, and process improvements that advance project activities, and reduce cost and schedule. 
    • Ensure all project activities are executed in accordance with budgetary and schedule constraints.

    Qualifications

    REQUIRED:

    • Bachelor’s degree in Science, Math, or Engineering and 12+ years of related R&D project management experience in field. (A Masters Degree in technical or business field may substitute for 3 years of experience).
    • 6+ years of program/project management experience with supervisory/management responsibilities.
    • 5+ years of coordinating and reviewing modeling, simulation, and analysis of optical communication technologies, techniques, and operational concepts.
    • 5+ years of developing test plans and procedures for optical communications technologies and techniques.
    • Technical knowledge of the development, integration, and testing of optical communication ground stations.
    • Excellent customer communication skills and ability to create great relationships.
    • Successful management experience with large US Government R&D projects.
    • Prior experience NASA or other federal government agency projects.

    PREFERRED:

    • Master’s degree or higher in science, math, or engineering.
    • Experience with optical communications systems and subsystems.
    • Familiarity with NASA, DoD, or other agency systems engineering processes.
    • Knowledge of the the NASA Space Network.

    SECURITY CLEARANCE:

     

    This position requires the candidate to already possess a Active SECRET security clearance and the ability to maintain the clearance.
