Peraton is seeking a Senior Systems Engineer in support of the Defense Health Agency Solution Delivery Division (SDD). This position plays a critical role and uses a holistic approach to assist with the design, development, evaluation and modification of end-to-end systems and system-oriented products through their lifecycle.

This role will be responsible for modernizing, managing and optimizing DHA’s suite of Application Lifecycle Management Tools (ALMT) within secure military health networks and will understand both the strict constraints of DoD procurement systems and how to safely integrate AI and ML capabilities into the software delivery pipeline to automate workflows, predict system bottlenecks, and enhance secure software engineering practices.

 

Key Responsibilities:

  • System Administration & Engineering: Design, deploy, configure, and maintain DHA’s suite of Application Lifecycle Management Tools (ALMT) across development, test, and production environments.
  • AI/ML Integration: Implement AI-driven automation, predictive analytics, and large language model (LLM) tools within the DevSecOps pipeline to optimize software delivery and code quality.
  • DevSecOps Pipeline Support: Collaborate with developers and security teams to build secure, automated workflows complying with DoD Risk Management Framework (RMF) guidelines.
  • System Monitoring & Optimization: Optimizing the tool to eliminate manual processes, reduce administrative friction, and lower the total cost of ownership for healthcare acquisition. Ability to leverage AI-powered monitoring tools to proactively identify infrastructure bottlenecks, system vulnerabilities, and performance degradation.
  • Cybersecurity Compliance & Governance: Ensure all ALMT configurations strictly adhere to DHA cybersecurity policies, STIGs (Security Technical Implementation Guides), and HIPAA regulations. Hardening the application environment using Risk Management Framework (RMF) standards, STIGs, and vulnerability remediation to maintain Authority to Operate (ATO) status.
  • Requirements Analysis: Evaluate business, operational, functional, and technical requirements, assessing impacts on systems, applications, platforms, infrastructure, interfaces, and supporting services.
  • Engineering Documentation: Develop, maintain, and analyze technical artifacts, system diagrams, architecture, interface documentation, and technical baselines for lifecycle management.
  • Technical Assessment: Conduct assessments of systems and technologies to identify risks, performance limitations, sustainment challenges, modernization opportunities, and technology refresh needs.
  • Enhancement Evaluation: Review proposed upgrades, integrations, migrations, and technology implementations for feasibility, dependencies, and impacts.
  • Collaboration: Work with architects, engineers, and stakeholders to assess solutions, system designs, integrations, and modernization initiatives.
  • Review Support: Provide system-specific analysis and recommendations during architecture, technical, and document reviews.
  • Interoperability & Integration: Assess requirements and support engineering activities for system integrations involving various enterprise services and external partners.
  • Traceability: Maintain traceability among mission needs, requirements, system capabilities, and implemented solutions.
  • Roadmap & Lifecycle Planning: Assist in developing technical roadmaps, lifecycle plans, transition strategies, and modernization recommendations.
  • Engineering Analysis: Perform trade studies, alternatives assessments, market research, and product evaluations to support technical decisions.
  • Performance Assessment: Evaluate system performance, reliability, availability, maintainability, scalability, and operational effectiveness.
  • Deployment Support: Aid in release planning, deployment, migrations, upgrades, and transitions by evaluating readiness and risks.
  • Verification & Validation: Support technical reviews, test result assessments, and confirmation that solutions meet requirements.
  • Risk Management: Identify, document, track, and help mitigate technical risks, engineering issues, dependencies, and lifecycle challenges.
  • Incident Support: Provide engineering support for incident investigations, root cause analyses, and corrective actions requiring technical assessment of system integrations, interfaces, platform components and other technical factors contributing to operational issues.
  • Technology Monitoring: Track industry trends, product lifecycles, and emerging technologies to inform planning and modernization.
  • Technical Review Participation: Support system engineering technical reviews, architectural and design reviews, readiness reviews and technical assessments led by Government or other stakeholders.
  • Documentation & Reporting: Prepare technical documentation, engineering analyses, technical briefings, action item tracking, risk assessments, and follow-up materials for decision-making.
  • Training & Mentorship: Provide technical guidance to DHA development teams on how to leverage ALMT features and AI productivity assistants effectively.

Qualifications

Qualifications

  • Minimum of 8 years with BS/BA; 12 years with a high school diploma. 
  • Proven experience in technical documentation, system architecture, and engineering analysis.
  • Excellent analytical and problem-solving skills.
  • Strong attention to detail and accuracy.
  • Department of Defense security clearance (ADP II Public Trust) or the ability to obtain one.
  • Travel as needed to support conferences and/or as requested by Government client.
  • Exceptional collaboration, communication, and stakeholder engagement skills.
  • Experience with test and evaluation processes for IT systems.
  • Ability to work effectively with cross-functional teams and stakeholders at all levels.
  • Must be a US Citizen. 

Preferred Qualifications

  • Preferred experience in DoD or Federal environments.
  • Preferred knowledge of ISO/IEC/IEEE 15288, DoD and DHA guidance, and lifecycle management.
  • Commitment to continuous professional development and staying current with industry trends and advancements.
  • Preferred experience with AI-driven automation optimizing software delivery and code quality.

Target Salary Range

$112,000 - $179,000. This represents the typical salary range for this position. Salary is determined by various factors, including but not limited to, the scope and responsibilities of the position, the individual’s experience, education, knowledge, skills, and competencies, as well as geographic location and business and contract considerations. Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay.
