The sponsor is looking for a highly skilled RF SME with a proficiency in the following technical areas:
- Radiofrequency spectrum and signatures; knowledge of fiber optics and thermal scopes
- Technical surveillance equipment and techniques
- Acoustic signal leakage, processing, or countermeasures
- In-building power system anomaly analysis
- Technical Surveillance countermeasures (TSCM), such as familiarity with heat signature detection, RF exfiltration paths, alternate light sources, and non-linear junction detection (NLJD)
- TEMPEST countermeasures or collection and processing of unintended electromagnetic emanations; electromagnetic signal leakage and countermeasures
The ideal candidate will be creative, self-driven, curious, engineering and research-oriented and comfortable defining a path through ambiguity towards high-level goals. The successful candidate should be comfortable applying engineering expertise to risk assessments and mitigations. The Systems Engineer will support the customer's overall counterintelligence threat analysis of technical devices and communication systems. This position consists of the following responsibilities, but is not limited to:
- Provide initial security risk analysis both quantitative and qualitative approaches, develop analystic judgements such as relevance or vulnerabilities, and prepare briefings/reports document the methodology used and the results obtained.
- Develop and execute advanced security strategies and solutions, ensuring the organization's systems and data are protected against evolving threats.
- Recommend system enhancements to improve security deficiencies.
- Conduct technical analysis and all-source analysis to identify and counter foreign intelligence threats, with a focus on telecommunications, network/computer/data security.
- Research, analyze, and exploit data from various sources to inform counterintelligence operations, and develop intelligence requirements to fulfill those needs.
- Perform technical analysis of communications systems and infrastructure to ensure it meets security criteria and mission constraints and provide analysis, mitigations and countermeasure requirements as needed.
- Evaluate reliability of materials, properties and techniques used in production; plan, design, and develop electronic parts, components, integrated circuity, mechanical systems, equipment and packaging, optical systems and/or DSP systems.
- Coordinate and consult with research engineers or scientists and customer representatives to resolve system issues and problem statements.
- Evaluate technical systems for the presence of electromagnetic and on network signatures. Producing formal reports on these signatures.
- Ability to engage effectively with Sponsor personnel at all levels and collaborate across multiple offices and organizational levels to meet mission needs.
- Ability to communicate technical concepts clearly and effectively, both verbally and in writing, to technical and non-technical audiences.
- Provide highly specialized knowledge and expertise to support requirements or issues related to threats and vulnerability, policy and regulations, intelligence, and optimizing organizational processes and needs.
