Responsibilities

Position Overview

 

We are seeking a Senior Technical Project Manager to join an on-program Project Management Office (PMO) responsible for managing a subset of discrete IT projects within a broader agency portfolio. This role requires a seasoned professional who can independently lead multiple concurrent IT projects—spanning infrastructure modernization, software implementation, end-of-life technology refresh, and service delivery—across secure federal environments. The ideal candidate brings deep expertise in project lifecycle management, cross-functional stakeholder coordination, and federal IT delivery, with a proven track record of driving projects to completion on time, within scope, and on budget.

 

Key Responsibilities

  • Direct the successful delivery of multiple concurrent IT projects (infrastructure, software implementation, EOL technology refresh, and service delivery initiatives) within the program portfolio
  • Lead end-to-end project lifecycle management including planning, requirements definition, execution, deployment, and post-implementation support across secure federal environments
  • Partner with cross-functional stakeholders (engineering, security, operations, and business units) to define requirements, scope, and delivery roadmaps aligned with mission objectives
  • Proactively manage risks, dependencies, and issues across assigned projects, implementing mitigation strategies to ensure on-time and within-scope delivery
  • Standardize and continuously improve project management processes, reporting frameworks, and governance structures to drive execution consistency across the PMO
  • Accelerate project delivery timelines by implementing best practices, removing blockers, and improving cross-team coordination
  • Manage project documentation, status reporting, and executive communications using tools such as Jira, Confluence, and MS Project
  • Support ITSM processes and service delivery operations, including incident management, change management, and access provisioning as needed
  • Coordinate with program leadership to ensure alignment of individual project outcomes with broader portfolio objectives, contractual obligations, and performance metrics
  • Facilitate requirements gathering sessions and stakeholder alignment meetings, translating business requirements into actionable project plans and technical solutions
  • Manage vendor and contractor relationships, ensuring deliverables meet quality standards and contractual commitments
  • Support business continuity planning and recovery strategy development as applicable to IT project delivery

Qualifications

 

 

Required Qualifications

  • Minimum of 12 years with BS/BA; Minimum of 10 years with MS/MA; Minimum of 7 years with Ph.D., 16 years with a HS Diploma
  • Demonstrated experience managing multiple concurrent IT projects across infrastructure, software, and technology refresh domains
  • Proven expertise in full project lifecycle management—from initiation and planning through execution, deployment, and closeout
  • Strong experience partnering with cross-functional teams (engineering, security, operations) in secure federal environments
  • Proficiency with project management and collaboration tools (Jira, Confluence, MS Project, or equivalent)
  • Experience with risk management, issue tracking, and dependency management across complex project portfolios
  • Excellent stakeholder management and communication skills, with the ability to engage effectively at both technical and executive levels
  • Experience developing and standardizing PMO processes, reporting frameworks, and governance structures
  • US Citizen with Active Top Secret (or Q) clearance with SCI

Preferred Qualifications

  • PMP (Project Management Professional) certification
  • Certified ScrumMaster (CSM) or equivalent Agile certification
  • Experience supporting Department of Energy (DOE), DOW, IC, or similar federal missions
  • Background in IT Service Management (ITSM) processes and frameworks (ITIL)
  • Experience with IT strategy development, business planning, and technology integration consulting

Target Salary Range

$146,000 - $234,000. This represents the typical salary range for this position. Salary is determined by various factors, including but not limited to, the scope and responsibilities of the position, the individual’s experience, education, knowledge, skills, and competencies, as well as geographic location and business and contract considerations. Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay.
