Position Overview
We are seeking an experienced Technical Program Manager (TPM) to lead complex enterprise IT projects and strategic initiatives supporting a federal government customer. The Technical Program Manager will provide program leadership, technical oversight, operational support, and strategic direction across a multidisciplinary IT organization supporting mission-critical enterprise infrastructure and modernization efforts.
The ideal candidate is a proven technology leader with experience managing large-scale federal IT programs, coordinating cross-functional technical teams, engaging senior government stakeholders, and translating customer requirements into executable technical solutions. This individual will be responsible for ensuring programs are delivered on schedule, within budget, and in alignment with customer mission objectives, contractual requirements, and enterprise IT strategy.
Key Responsibilities
Program & Technical Leadership
- Lead and provide day-to-day direction for a cross-functional team of Subject Matter Experts (SMEs), Solutions Architects, Network Engineers, Systems Engineers, Cybersecurity/Security Engineers, Unified Communications specialists, Software Engineers, Asset Managers, and Change Management personnel.
- Provide programmatic and technical leadership for enterprise IT operations, modernization, infrastructure deployment, and strategic initiatives.
- Establish program priorities, assign resources, manage dependencies, identify risks, and drive initiatives through successful execution.
- Serve as a senior technical and program interface between the contractor organization and government stakeholders.
- Manage multiple concurrent projects and initiatives throughout the full project lifecycle, from requirements definition and planning through implementation, transition, and operational sustainment.
- Ensure program execution aligns with contractual commitments, customer expectations, enterprise architecture, security requirements, and organizational objectives.
Program Management Office (PMO)
- Manage an enterprise Program Management Office (PMO) supporting the IT division.
- Develop, document, implement, and continuously improve PMO governance, standards, policies, processes, procedures, and project lifecycle methodologies.
- Establish standardized processes for project initiation, requirements management, resource planning, risk and issue management, change control, status reporting, and project closeout.
- Develop program performance metrics, dashboards, reporting mechanisms, and executive-level briefings to provide transparency into program health and delivery.
- Promote consistent program management practices across technical teams and ensure adherence to established governance processes.
Enterprise IT Modernization & Infrastructure
- Lead strategic enterprise technology initiatives.
- Develop implementation strategies, integrated schedules, resource plans, risk mitigation strategies, and transition plans for complex technical initiatives.
- Coordinate technical dependencies across infrastructure, network, security, systems, software, communications, facilities, and operations teams.
- Ensure modernization initiatives address technology obsolescence, cybersecurity requirements, operational resiliency, scalability, and mission needs.
Government & Executive Stakeholder Engagement
- Interface directly with senior government leadership and executive stakeholders to establish priorities, develop execution strategies, allocate resources, and communicate program performance.
- Facilitate technical deep dives, executive briefings, working groups, and Technical Exchange Meetings (TEMs) with government customers and technical stakeholders.
- Communicate program status, accomplishments, risks, challenges, dependencies, and limitations to senior leadership.
- Translate complex technical information into concise, actionable information for government executives and non-technical stakeholders.
- Build and maintain trusted relationships with customer leadership and key technical personnel.
