Position Overview

 

We are seeking a Senior Cybersecurity Program Analyst to support a cleared federal government customer. The successful candidate will provide senior-level program management, cybersecurity portfolio analysis, governance, financial management, risk analysis, and executive decision support across multiple enterprise cybersecurity initiatives.

 

The analyst will operate within an enterprise Cyber PMO environment, coordinating complex technical cybersecurity programs and translating technical, financial, schedule, and operational data into actionable insights for senior government leadership. This role requires strong analytical, organizational, communication, and stakeholder-management skills, with the ability to operate effectively in a mission-focused, highly regulated environment.

 

Key Responsibilities

 

  • Coordinate enterprise Cyber PMO operations supporting multiple technical cybersecurity initiatives across a federal department or agency.
  • Develop and maintain Project Management Plans (PMPs), Integrated Master Schedules (IMS), Work Breakdown Structures (WBS), project roadmaps, milestone plans, dependency maps, and resource forecasts for complex cybersecurity programs.
  • Analyze technical project performance, schedule execution, organizational risks, resource utilization, financial data, and program health indicators to support informed executive decision-making.
  • Advise senior government leadership through program analyses, strategic recommendations, performance assessments, and decision-support briefings that improve organizational planning and mission execution.
  • Facilitate executive governance reviews, Integrated Product Team (IPT) meetings, portfolio reviews, working groups, and stakeholder engagements to drive timely program decisions and issue resolution.
  • Develop and maintain executive dashboards, portfolio reports, briefing packages, white papers, decision memoranda, program assessments, and performance metrics supporting enterprise cybersecurity governance.
  • Evaluate cybersecurity programs using quantitative and qualitative analysis to identify performance trends, operational gaps, risks, dependencies, and opportunities for continuous improvement.
  • Coordinate development and maintenance of program documentation, governance artifacts, project charters, standard operating procedures, lifecycle documentation, and management processes in accordance with applicable federal directives and project management standards.
  • Assess project risks, issues, dependencies, assumptions, constraints, and change requests, and coordinate mitigation and resolution activities across technical and business stakeholders.
  • Collaborate with cybersecurity engineers, Information System Security Officers (ISSOs), Information System Security Managers (ISSMs), system owners, program managers, security architects, and cross-functional teams to improve project delivery and organizational performance.
  • Recommend improvements to Cyber PMO governance, portfolio management, reporting processes, project management methodologies, performance measurement, and management controls.
  • Coordinate spend plans, budget execution, financial reporting, obligation/expenditure tracking, and multi-year resource forecasting across multiple cybersecurity programs and fiscal years.
  • Support implementation of the Risk Management Framework (RMF), NIST cybersecurity guidance, FISMA requirements, and applicable federal/agency cybersecurity directives across enterprise initiatives.
  • Drive organizational improvements through reporting automation, data analysis, knowledge management, process standardization, and repeatable project management practices.
  • Identify opportunities to improve data quality, reporting efficiency, portfolio visibility, governance effectiveness, and program execution.
  • Support audit, assessment, compliance, and program review activities by preparing supporting documentation, evidence, metrics, and management responses.
  • Maintain strong awareness of mission priorities, program dependencies, organizational objectives, and evolving cybersecurity requirements.

Qualifications

Required Qualifications

 

  • 12+ years of relevant professional experience in program analysis, cybersecurity program management, IT program management, portfolio management, or related discipline with a Bachelors degree, 16 years with a HS Diploma, 10 years with a Master's
  • Demonstrated experience supporting federal government cybersecurity, information technology, or mission programs.
  • Experience working within a Cyber PMO, enterprise PMO, cybersecurity portfolio, or similar program governance organization.
  • Experience developing and managing integrated master schedules, project plans, roadmaps, milestones, resource forecasts, risk registers, and program performance metrics.
  • Strong experience with programmatic data analysis, schedule analysis, financial analysis, risk management, and executive-level reporting.
  • Demonstrated ability to develop high-quality executive briefings, dashboards, reports, white papers, decision-support products, and governance materials.
  • Experience facilitating IPTs, governance boards, portfolio reviews, executive meetings, and stakeholder engagements.
  • Working knowledge of RMF, NIST cybersecurity frameworks/guidance, FISMA, federal cybersecurity requirements, and security authorization processes.
  • Experience collaborating with technical cybersecurity personnel, including engineers, ISSOs, ISSMs, system owners, security architects, and technical project teams.
  • Strong written and verbal communication skills, including the ability to communicate complex technical and programmatic information to senior government leadership and non-technical stakeholders.
  • Advanced proficiency with Microsoft Excel and PowerPoint and demonstrated ability to develop professional executive-level program management products.
  • Ability to work independently, manage competing priorities, identify emerging issues, and operate effectively in a fast-paced, mission-focused environment.
  • Active TS/SCI or Q/SCI.

Preferred Qualifications

  • Degree in cybersecurity, information technology, systems engineering, business, project management, or a related field.
  • Experience supporting the Department of Energy (DOE), Intelligence Community, Department of Defense, or other federal civilian agencies.
  • Experience supporting enterprise cybersecurity portfolios or large-scale cybersecurity transformation initiatives.
  • Experience with ServiceNow, Jira, Microsoft Project, Smartsheet, Power BI, Tableau, or comparable program/project management and analytics platforms.
  • Experience with Power BI dashboard development, data visualization, reporting automation, or business intelligence.
  • Experience with federal PPBE, budget formulation, budget execution, spend plans, financial forecasting, or appropriations management.
  • Experience supporting FISMA reporting, OMB requirements, agency cybersecurity governance, or federal cybersecurity assessments.
  • Familiarity with CMMC, NIST SP 800-series publications, OMB cybersecurity requirements, and federal information security policies.
  • Professional certifications such as PMP, PMI-SP, PMI-ACP, CISM, CISSP, CAP, or comparable credentials.

Target Salary Range

$135,000 - $216,000. This represents the typical salary range for this position. Salary is determined by various factors, including but not limited to, the scope and responsibilities of the position, the individual’s experience, education, knowledge, skills, and competencies, as well as geographic location and business and contract considerations. Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay.
