Responsibilities

About The Role

The Defense Mission and Health Solutions team, Benefits, Claims & Integrity Solutions Operating Unit seeks a Deputy Program Director to support our Health and Human Services (HHS) and Centers for Medicare and Medicaid Services (CMS) customer delivery and lead our CMS Consumer Information and Insurance Oversight (CCIIO) initiatives.  The successful candidate will support the Director in leading large, complex technology programs for government or mission-critical customers. This role ensures delivery excellence alignment to customer mission needs, and effective management of technical, financial, and operational performance.

 

 What you'll do:

  • Partner with the Director to oversee strategy, planning, and execution of technology programs
  • Lead cross‑functional teams including engineering, cyber, IT operations, and program control
  • Manage program schedules, deliverables, milestones, and performance metrics
  • Ensure compliance with contract requirements, policies, and quality standards
  • Oversee risk management, issue resolution, and change control processes
  • Drive customer engagement and ensure satisfaction through regular communication and reporting
  • Support financial oversight including budgets, forecasts, EACs, and resource planning
  • Identify opportunities for innovation, process improvement, and growth
  • Prepare and deliver program briefs, status updates, and executive-level reporting
  • Serve as acting Director when required, providing leadership continuity

Qualifications

Required Skills:

  • At least 10-11 years of experience of Health IT program management experience managing cross functional teams, to include technical / non-technical, and leading large-scale programs.
  • Proven experience delivering complex, large‑scale federal systems with diverse stakeholders
  • Demonstrated oversight of portfolios exceeding $100M in annual revenue
  • Ability to provide customer insight and outside‑in strategic direction to program teams
  • Strong leadership experience building and motivating high‑performance teams
  • Proven ability to manage stakeholders and teaming partners and ensure delivery to requirements, funding, and timelines
  • Demonstrated success developing and executing integrated strategies to drive business growth
  • Knowledge of business planning, stakeholder management, product management, marketing strategy, customer analytics, acquisition, and retention
  • Strong organizational skills and adaptability to evolving customer and business needs
  • Excellent verbal and written communication skills with a record of building strong customer relationships
  • Experience establishing and managing SLAs and performance metrics for programs of similar size and complexity
  • Experience developing and managing customer‑focused continuous improvement programs
  • Must be a US Citizen and the ability to obtain a Public Trust clearance.

  • Bachelor’s degree in engineering, technology, business, or related field (Master’s often preferred)

Target Salary Range

$135,000 - $216,000. This represents the typical salary range for this position. Salary is determined by various factors, including but not limited to, the scope and responsibilities of the position, the individual’s experience, education, knowledge, skills, and competencies, as well as geographic location and business and contract considerations. Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay.
