Responsibilities

The ACC A2 ISR-E II contract provides intelligence, surveillance, and reconnaissance (ISR) enterprise support to Air Combat Command's Intelligence Directorate (A2), the 363rd ISR Wing, the 480th ISR Wing, and associated organizations. The program delivers analytical, technical, and operational support enabling the Air Force's ISR mission across multiple locations and functional areas including signals intelligence, cyber operations, targeting, and all-source analysis.

Position Summary

The Resource/Workforce Manager is responsible for the strategic planning, allocation, and management of the program's contractor workforce across all task orders and performance locations. This role ensures optimal staffing levels, workforce readiness, and alignment of personnel capabilities with mission requirements. The Resource/Workforce Manager serves as the primary point of contact for workforce planning, labor tracking, and personnel coordination between program leadership, functional managers, and the government customer.

Key Responsibilities

Workforce Planning & Staffing

  • Develop and maintain workforce plans to ensure adequate staffing across all contract labor categories (CLINs) and task areas
  • Forecast future staffing needs based on contract requirements, mission growth, and anticipated attrition
  • Coordinate with Talent Acquisition to recruit, hire, and onboard qualified personnel with required security clearances (TS/SCI and above)
  • Manage the pipeline of candidates through the clearance transfer and adjudication process
  • Maintain a bench of qualified candidates to minimize gaps in critical positions

Resource Allocation & Scheduling

  • Allocate personnel across multiple task orders, shifts, and geographic locations to meet 24/7 operational requirements
  • Balance workforce utilization to maximize productivity while preventing burnout
  • Coordinate cross-training and skill development to increase workforce flexibility
  • Manage temporary duty (TDY) assignments and personnel rotations as required

Labor Tracking & Reporting

  • Monitor and report workforce metrics including fill rates, attrition, time-to-fill, and labor utilization
  • Track full-time equivalents (FTEs) against contract ceilings and funded positions
  • Prepare workforce status reports for program management, corporate leadership, and the government customer
  • Maintain accurate personnel databases and organizational charts
  • Support monthly and quarterly program reviews with workforce data and analysis

Budget & Cost Management

  • Track labor costs against contract funding and budget projections
  • Coordinate with Finance and Contracts teams on labor rate development and indirect cost management
  • Identify cost efficiencies through workforce optimization strategies
  • Support proposal development with staffing plans, labor mixes, and basis of estimates (BOEs)

Onboarding & Transition Management

  • Oversee the onboarding process for new hires including security in-processing, facility access, IT account provisioning, and program-specific training
  • Manage personnel transitions during contract start-up, option year exercises, and task order modifications
  • Coordinate with Security to ensure all personnel maintain required clearances and accesses
  • Develop and maintain onboarding checklists and standard operating procedures (SOPs)

Compliance & Governance

  • Ensure workforce compliance with contract terms, government regulations, and company policies
  • Monitor adherence to labor laws, Service Contract Act (SCA) requirements, and CBA obligations where applicable
  • Maintain records in accordance with DCAA audit requirements
  • Support government audits and reviews related to workforce and labor matters

Stakeholder Coordination

  • Serve as the primary liaison between program management, functional leads, HR, Security, and the government Contracting Officer's Representative (COR) on workforce matters
  • Participate in program management reviews (PMRs) and integrated program team (IPT) meetings
  • Collaborate with subcontractor partners on teaming workforce requirements and coordination
  • Communicate workforce status, risks, and mitigation strategies to senior leadership

Qualifications

Required Qualifications

Education: Bachelor's degree in preferably Human Resources, Business Administration, Management, or a related field, others may also be considered - additional Years of experience may be considered in liue of degree

 

Experience: Minimum of 12 years w/o a degree or 10 years with AS/AA or 8 years with BS/BA or 6 years with MS/MA or 3 years with PhD out of that, 4+ years of experience in workforce management, resource planning, or program operations on large scale government contracts is highly desired

 

Clearance: Active Top Secret/SCI security clearance

 

Demonstrated experience with:

  • Managing large-scale contractor workforces (100+ personnel) on intelligence community or DoD programs
  • Labor category management and contract compliance on cost-plus and/or firm-fixed-price contracts
  • Workforce planning tools and HRIS systems
  • Staffing programs requiring personnel with TS/SCI and SAP/SAR accesses
  • Coordinating with DCAA, DCMA, and government contracting offices

Preferred Qualifications

  • Master's degree in Business Administration, Human Resources, or related discipline
  • PMP (Project Management Professional) or SHRM-CP/SHRM-SCP certification
  • Experience with Deltek Costpoint, Workday, bee-line or similar ERP/workforce management systems
  • Experience managing workforce transitions during contract recompetes or follow-on awards

Work Environment

  • Primary work location is Remote/Hybrid
  • Occasional travel (up to 25%) to other program sites and corporate offices
  • Standard business hours with flexibility to support 24/7 operational requirements as needed
  • Work performed in both classified (SCIF) and unclassified environments

Target Salary Range

$104,000 - $166,000. This represents the typical salary range for this position. Salary is determined by various factors, including but not limited to, the scope and responsibilities of the position, the individual’s experience, education, knowledge, skills, and competencies, as well as geographic location and business and contract considerations. Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay.
