Responsibilities

This Senior Technical Program Manager, Team Lead position supports a federal government customer will be the portfolio manager of a large scale development effort leveraging a team of project managers and matrixed support staff that conduct software development, software engineering, cloud computing, and IT portfolio management. In this role, the selected candidate will assist in developing technical and operational-level plans and other portfolio management activities, conduct requirements gathering and definitions, or business processes and tools development, support the baseline change control process and manage risks, issues, and opportunities. Additional duties include: 

  • Overseeing the creation and review of critical metrics and outcomes. 
  • Developing and maintaining reporting and key project artifacts to capture project milestones and objectives. 
  • Identifying and removing barriers to enable efficient and effective delivery and execution of agile management across project work tasks. 

The selected candidate will also support the management of operational aspects of ongoing projects and serve as a liaison between other directorate project management and planning staff, project teams, and line management. Requires expert-level competency in schedule management; must have a track record of assessing project issues and developing resolutions to meet productivity, quality, and client-satisfaction goals and objectives. 

 

This position requires full-time, onsite attendance Monday through Friday in the Baltimore metropolitan area. 

Qualifications

Qualifications: 

  • 12 years of experience, may have supervisory or management experience.
  • Must possess relevant experience applying Agile management and Total Quality Control management methodologies to complex IT-focused projects. 
  • Must have demonstrated experience managing technical software development and hardware requirements, resource management, and relevant experience as a critical staff action officer overseeing and coordinating large-scale IT software acquisitions. 
  • Must possess an expert understanding of the Planning, Programming, Budgeting, and Execution (PPBE) process.   
  • Must have experience supporting the development of Program Objective Memorandum (POM) and Budget Estimate Submissions (BES) and the ability to correlate key organizational objectives to strategy requirements.  
  • Must possess excellent written and verbal communication skills. 
  • Five years’ experience in the last ten years in the following: leading a systems engineering and development team supporting Government program protection, cyberspace, and counterintelligence operations; working with systems and tools associated with counterintelligence and acquisitions organizations to enable these organizations to meet mission objectives; project management experience; and integrating existing counterintelligence resources and establishing new intelligence collections capabilities.  
  • Ten recent years of experience in the last ten years working with systems and tools associated with analytic processing supporting counterintelligence and acquisitions organizations to enable these organizations to meet mission objectives.  
  • Eight years of project management experience in the last ten years (e.g., responsible for identifying and prioritizing operational and technical requirements).  
  • Security Clearance: Active TS/SCI with Poly eligibility. 

Desired Qualifications: 

  • Highly desired: Bachelor's or Master's degree in one of the following fields: Information Technology, Information Systems, Computer Science, Cybersecurity, Software Engineering, Mathematics, or Data Science.
  • Project Management Professional (PMP) Certification. 
  • PMI-Agile Certified Practitioner (PMI-ACP). 
  • Certified Scrum Master (CSM). 
  • Recent DAWIA Level II Certification. 
  • ITIL Certification.

Target Salary Range

$176,000 - $282,000. This represents the typical salary range for this position. Salary is determined by various factors, including but not limited to, the scope and responsibilities of the position, the individual’s experience, education, knowledge, skills, and competencies, as well as geographic location and business and contract considerations. Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay.
