Specifically, we are looking for a TS/SCI cleared Subcontracts Administrator - Senior to support this mission in Tampa, Florida. 

Responsibilities:  

As a Subcontracts Administrator - Senior, you will provide technical and management leadership for all equipment and information support functions across the Task Order. Your responsibilities include: 

  • Lead the development of comprehensive subcontract specifications, terms, and conditions for complex services and materials, ensuring alignment with prime contract requirements and Federal Acquisition Regulation (FAR) principles. 
  • Direct the proposal evaluation process for subcontracts and oversee subcontractor selection, ensuring technical compliance and best value. 
  • Manage and administer subcontract award documentation and execution, from initial solicitation through closeout. 
  • Negotiate complex subcontract provisions, terms, and pricing, and resolve contractual issues in a timely and effective manner. 
  • Provide strategic input on subcontractor performance, risk posture, and financial management to the Program Manager. 
  • Ensure subcontractor performance is meticulously tracked, documented, and reported in MSRs and within the Task Order portal, including costs, deliverables, and compliance metrics. 
  • Oversee and validate the accurate reporting of all subcontractor labor hours in SAM.gov, ensuring data completeness and timely submission in accordance with fiscal year requirements. 
  • Contribute to the implementation and maintenance of the task order portal, specifically ensuring that subcontractor-related budget, incurred costs, deliverable status, and Government-Furnished Property (GFP) information is accurately captured and updated. Participate in automated workflow processes for subcontractor-related Requests to Initiate Purchase (RIPs), Consents to Purchase (CTPs), and Travel Authorization Requests (TARs). 
  • Prepare and present subcontractor-related information for Project Kick-Off Meeting agendas and monthly Technical Status Meetings, covering subcontractor staffing, performance, transition plans, financial reporting, and action items. Ensure clear communication and coordination with subcontractors. 
  • Ensure the Program Management Plan (PMP) comprehensively integrates subcontractor management strategies, including specific Standard Operating Procedures (SOPs) for sub-tasks by Project Requirements Document (PRD), risk mitigation plans related to subcontractors, and communication protocols. 
  • Play a pivotal role in ensuring subcontractor contributions are seamlessly integrated into Transition-In and Transition-Out planning, coordinating knowledge transfer and personnel handoffs to minimize service disruption. 
  • Manage all subcontractor-initiated Travel Authorization Requests (TARs), Requests to Initiate Purchase (RIPs), and Consents to Purchase (CTPs), enforcing adherence to templates, timely submission, and obtaining Government concurrence prior to any expenditures. 
  • Contribute to the development and monthly updates of financial forecasts for subcontractor labor, long-distance travel, and other direct costs, ensuring accuracy and alignment with G-Invoicing data where applicable. Task Order portal 

Qualifications

Required qualifications: 

  • Previous experience as a Subcontracts Administrator or similar role supporting a DoD customer at the CCMD level; 
  • Experience / Education: Minimum of 12 years w/o a degree or 10 years with AS/AA or 8 years with a BS/BA or 6 years with an MS/MA or 4 years’ experience with a PhD.  
  • A current, active DoD security clearance at the TS/SCI level 
  • US citizenship is required 

Work Environment:  

  • Location: Tampa, FL 
  • On-site expectations: Full-time on-site presence required for equipment management and asset tracking 
  • Travel: May require occasional travel to CONUS and OCONUS sites for logistics coordination and facility assessments

Target Salary Range

$80,000 - $128,000. This represents the typical salary range for this position. Salary is determined by various factors, including but not limited to, the scope and responsibilities of the position, the individual’s experience, education, knowledge, skills, and competencies, as well as geographic location and business and contract considerations. Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay.
