Responsibilities

We are seeking an Environmental Health & Safety Lead Analyst in Fort Irwin, CA to support our Deep Space Network (DSN) Operations and Maintenance O&M contract with the Jet Propulsion Laboratory (JPL) and NASA in Fort Irwin, CA.

 

The Deep Space Network is NASA’s international array of giant radio antennas that supports interplanetary spacecraft missions, plus a few that orbit Earth. The DSN also provides radar and radio astronomy observations that improve our understanding of the solar system and the larger universe. The antennas of the Deep Space Network are the indispensable link to explorers venturing beyond the moon. They provide the crucial connection for commanding our spacecraft and receiving their never-before-seen images and scientific information on Earth, propelling our understanding of the universe, our solar system and ultimately, our place within it.

 

Responsibilities:

Program & Project Leadership

  • Lead or support technical EHS activities for assigned projects, programs, or self-initiated initiatives.

  • Define EHS project timelines, goals, and deliverables.

  • Independently conduct complex EHS assignments and provide guidance to junior staff.

Training & Compliance

  • Develop and deliver EHS training programs to personnel across a complex operational environment.

  • Prepare internal and external EHS compliance/conformance reports, including data analysis.

  • Support or lead incident investigations and emergency response activities.

  • Participate in and/or lead EHS audits or self-assessments.

Technical & Regulatory Expertise

  • Provide interpretation and application of federal, state, and local EHS regulations (OSHA, Cal/OSHA, EPA, NIOSH, NFPA, APCD).

  • Support Management of Change processes by assessing EHS impacts and engineering considerations.

  • Apply scientific and engineering principles to drive risk reduction and ensure regulatory compliance.

  • Conduct complex safety/environmental training in alignment with consensus standards (NFPA 70E, ANSI, NFPA 101).

  • Manage key programs such as:  Air Management Program, including training and compliance and  Water Program, including training and regulatory adherence.

Communication & Collaboration

  • Communicate effectively in both written and verbal formats with internal stakeholders at all levels.

  • Present EHS information clearly to technical and non-technical audiences.

  • Represent the company professionally in discussions with regulatory agencies, interest groups, and community stakeholders.

  • Collaborate across multi-disciplinary teams and adapt to assignments outside an individual’s primary EHS specialty.

Qualifications

Required Qualifications:

  • 5 years with BS/BA; 3 years with MS/MA; 0 years with PhD.
  • Advanced knowledge of EHS engineering/scientific principles and ability to resolve complex issues.

  • Strong analytical, leadership, and project planning skills.

  • Demonstrated ability to work independently and collaboratively in a fast-paced environment.

  • Experience supporting multiple construction projects with shifting priorities and deadlines.

  • Strong organizational, prioritization, and communication skills.

  • Knowledge of federal, state, and local EHS laws and regulations affecting construction safety.

  • Working knowledge of EPA, OSHA, NIOSH, NFPA, APCD, and related regulations. Knowledge of NASA regulations is a plus.

  • Ability to analyze EHS performance data (e.g., OSHA 300 logs, LTIR, frequency rates).

  • Proficiency with MS Word, Excel, PowerPoint, and related systems.

  • Valid California driver's license.

  • Ability to obtain/retain a trusted background check and pass NCIC screening (U.S. Citizenship required).

Preferred Qualifications

  • CSHT or OHST certification (Board of Certified Safety Professionals).

  • Certified Safety Professional (CSP) designation.

  • OSHA 500/501 Train-the-Trainer certification

Target Salary Range

$66,000 - $106,000. This represents the typical salary range for this position. Salary is determined by various factors, including but not limited to, the scope and responsibilities of the position, the individual’s experience, education, knowledge, skills, and competencies, as well as geographic location and business and contract considerations. Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay.
