Responsibilities

The Chief Information Officer (CIO) for the FAA BNATC program is a senior technology and operations leader responsible for setting the strategic direction, governance, and execution of all information technology services supporting the BNATC contract. This role ensures secure, resilient, and compliant IT operations across infrastructure, networks, cloud services, and enterprise platforms including ServiceNow.

 

The CIO will collaborate closely with FAA stakeholders, program leadership, engineering teams, and cybersecurity organizations to ensure that all IT capabilities support the mission-critical needs of the FAA’s aviation systems and operational environments.

 

Key Responsibilities:

 

Strategic Leadership & Governance

  • Develop and execute the IT strategy for the BNATC contract aligned with FAA enterprise architecture, cybersecurity requirements, and mission priorities.
  • Provide thought leadership on emerging technologies, infrastructure modernization, and cloud adoption within FAA constraints and compliance frameworks.
  • Establish governance structures for technology decision-making, architecture standards, and system lifecycle management.

Infrastructure & Network Management

  • Oversee the design, maintenance, and performance of on-premises and hybrid IT infrastructure supporting operational and administrative systems.
  • Ensure continuity of operations for network services, including WAN/LAN architectures, network segmentation, interoperability, and communication redundancy critical for FAA operations.
  • Lead modernization efforts for legacy systems, ensuring minimal disruption to mission-critical functions.

Cloud Services & Architecture

  • Direct cloud strategy, migration planning, and implementation (IaaS, PaaS, SaaS) in alignment with FAA cloud policies and federal guidelines.
  • Oversee cloud security, cost optimization, performance monitoring, and compliance.
  • Ensure hybrid cloud environments integrate seamlessly with existing FAA systems and support high availability.

ServiceNow Platform Leadership

  • Own strategy, governance, and roadmap for the ServiceNow platform across ITSM, ITOM, CMDB, asset management, and workflow automation.
  • Ensure platform configuration and customization follow best practices, FAA standards, and change management requirements.
  • Drive service catalog modernization and self-service capabilities to improve operational efficiency.

Cybersecurity & Compliance

  • Partner with cybersecurity leads to maintain compliance with FISMA, NIST, FAA security directives, and other federal standards.
  • Ensure continuous monitoring, risk management, data protection policies, and incident response alignment with FAA frameworks.
  • Champion security-by-design principles across infrastructure, cloud, and application domains.

Program Management & Stakeholder Engagement

  • Serve as the primary IT technical authority to FAA counterparts, program management, and contract leadership.
  • Provide senior-level reporting, dashboards, and performance indicators related to IT operations, SLAs, and system health.
  • Coordinate cross-functional teams, subcontractors, and vendors to ensure integrated and timely service delivery.

Team Leadership & Workforce Development

  • Lead and mentor teams of engineers, architects, cybersecurity professionals, and platform administrators.
  • Cultivate a culture of accountability, innovation, and continuous improvement.
  • Support staffing strategies, training, and succession planning to ensure mission continuity

Qualifications

Required Qualifications

  • Bachelor’s degree in Information Technology, Computer Science, Engineering, or related field; Master’s degree preferred.
  • 12+ years of progressive IT leadership experience supporting complex, mission-critical environments; federal/FAA experience strongly preferred.
  • Demonstrated expertise in IT infrastructure, network engineering, cloud architecture, and ServiceNow platform management.
  • Proven experience delivering large-scale modernization or transformation initiatives.
  • Strong familiarity with federal cybersecurity frameworks (NIST 800 series, FISMA).
  • Excellent communication skills with ability to interface effectively with government executives and technical teams.
  • Must have the ability to obtain / maintain a Public Trust clearance.

Preferred Qualifications

  • Experience supporting FAA, DOT, or other federal transportation programs.
  • ITIL, PMP, CISSP, AWS/Azure Cloud certifications, or ServiceNow certifications.
  • Experience leading IT operations in hybrid cloud environments.
  • Deep understanding of FAA NAS, telecommunications infrastructure, or air traffic systems (if applicable)

Target Salary Range

$229,000 - $366,000. This represents the typical salary range for this position. Salary is determined by various factors, including but not limited to, the scope and responsibilities of the position, the individual’s experience, education, knowledge, skills, and competencies, as well as geographic location and business and contract considerations. Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay.
