Responsibilities

Peraton requires a Data & Application Service Owner Lead (SOL) to support the Special Operation Command Information Technology Enterprise Contract (SITEC) – 3 EOM.  This position is located at MacDill AFB in Florida.

 

The purpose of the Special Operations Forces Information Technology Enterprise Contract (SITEC) 3 Enterprise Operations and Maintenance (EOM) Task Order (TO) is to provide USSOCOM, its Component Commands, its Theater Special Operations Commands (TSOCs), and its deployed forces with Operations and Maintenance (O&M) services to maintain Network Operations (NetOps); maintain systems and network infrastructure; provide end user and common device support; provide configuration, change, license, and asset management; conduct training, and perform Install, Move, Add, Change (IMACs) services. The responsibilities and tasks associated with each requirement play a pivotal role to USSOCOM, the CIO/J6 organization, and ultimately the end-user who operate around the globe 24x7x365.

 

The Data & Application Service Owner Lead is a strategic leadership position responsible for the overall success, management, and lifecycle of enterprise data services, web and portal services, and enterprise application services. This includes defining, managing, and governing the data services architecture that supports database management, Oracle applications, developer needs, and enterprise applications. The Data Service Owner Lead acts as the principal liaison between business stakeholders and technical teams, ensuring that data services are reliable, secure, compliant, and aligned with organizational goals. 

 

  • Take ultimate accountability for all data service operations and their alignment with business objectives.
  • Manage and mentor a team of database administrators, Oracle specialists, web/portal administrators, and enterprise application developers, fostering a culture of high performance and continuous improvement.
  • Define and enforce data governance policies, quality standards, and access controls to ensure data integrity, privacy, and regulatory compliance (e.g., GDPR, HIPAA).
  • Oversee the design, development, and implementation of new data services, including Microsoft and Oracle-based solutions and enterprise applications.
  • Monitor database and application performance, troubleshoot complex issues, and implement tuning measures to ensure high availability and responsiveness.
  • Direct the entire data lifecycle, from creation and integration to archiving and destruction, ensuring efficient and secure handling of data.
  • vendor relationships for Oracle, Microsoft, and other data-related products, vendor-services and effectively allocate resources across projects.
  • Serve as the primary point of contact for stakeholders regarding data service initiatives, strategy, and performance metrics. 

Qualifications

Required Qualifications:

  • Minimum 10 years of experience
  • DoD TS/SCI clearance 
  • Bachelor's degree in Computer Science, Information Technology, or a related field is preferred.
  • A minimum of 6 years of experience in data management, database administration, or enterprise application management, with at least 3 years in a leadership or managerial role.
  • Demonstrated experience managing Oracle and Microsoft SQL Server database systems and overseeing full-lifecycle enterprise application implementations or managing multiple vendor/third party applications.  Deep knowledge of database systems (especially Oracle and/or Microsoft SQL Server), data modeling, performance tuning, and backup/recovery strategies.
  • Strong proficiency in SQL and PL/SQL programming, with experience in scripting languages like Python or PowerShell.
  • Expertise in managing enterprise applications, including knowledge of system integration and application monitoring.
  • Must be willing to work shifts and weekends as required.

  • Microsoft Certified: Azure Database Administrator Associate (DP-300): Validates skills in administering Microsoft Azure databases and SQL Server, covering planning, implementation, security, and optimization.
  • Microsoft Certified: Azure Data Engineer Associate (DP-203): For professionals who design and implement data solutions using Azure services.
  • Microsoft Certified: Azure Data Fundamentals (DP-900): An entry-level certification for core data concepts and Azure's data services. 

For Oracle Certification:

  • Oracle Database SQL Certified Associate (1Z0-071): Demonstrates fundamental knowledge of SQL concepts needed for any database project.
  • Oracle Certified Professional (OCP): Advanced, role-based certification that demonstrates a high level of knowledge in Oracle technology.
  • Oracle Cloud Infrastructure (OCI) Certifications: Increasingly important for cloud-based database services, such as the Oracle Autonomous Database Cloud Professional. 

For SQL Engineers:

  • Oracle Certified Professional, MySQL 5.7 Database Administrator: Certification for professionals working with the popular open-source MySQL database.
  • EDB PostgreSQL 12 Associate Certification: Validates fundamental knowledge for managing PostgreSQL servers.

Target Salary Range

$112,000 - $179,000. This represents the typical salary range for this position. Salary is determined by various factors, including but not limited to, the scope and responsibilities of the position, the individual’s experience, education, knowledge, skills, and competencies, as well as geographic location and business and contract considerations. Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay.
