Responsibilities

 

We are looking for a Senior Technical Scrum Master. This qualified individual will join a high performing team of Engineers and Developers.  This position requires Dev/Sec/Ops or Site Reliability Engineer experience (SRE) in addition to Scrum Master experience.  Candidates will have a technical background in addition to the ability to lead and manage technical initiatives with technical engineers, application developers, and customer leadership.  This is a client-facing position and candidates must have excellent communication and presentation skills. 

 

Scrum Master Role:

  • Strong Understanding of Scaled Agile Framework (SAFe) process, Kanban Framework and how to utilize these within day-to-day activities.
  • Leads analysis within assigned Scrum Team to build and prioritize features, user stories, and identify team velocity, leveraging Agile methodology to size Sprints, perform Sprint Planning and Execution, and conduct Retrospectives.
  • Works with Product Owners to identify priorities, participate in Sprint Reviews, Backlog Refinement, and lead team daily stand-up meetings.
  • Assists the Govt. Product Owners in meeting their duties and responsibilities and managing the Product Backlog.
  • Attends Program-Level Ceremonies and Reviews on behalf of the Scrum Team and brief Team status during Quarterly Program Increment Planning sessions.
  • Creates and update user stories in Jira/Confluence.
  • Supports meetings with Govt. Product Owners and PMO Teams.
  • Lead project teams and coordinating with end users to identify application requirements.
  • Captures and manage requirements in the Agency's ITSM Tool (ServiceNow™) for release, sprint, and backlog.
  • Work collaboratively among cross-functional teams and multiple vendors to execute timely releases of code.
  • Acts as a liaison between client and technical solutions/support groups, using strong communication skills to elicit, document, analyze and validate business processes and solution requirements.
  • Produces high-quality papers, presentations, recommendations, and findings for senior government Intelligence and operations officials.
  • Supports meetings with Govt. Product Owners and PMO Teams.
  • Submits weekly and monthly status reports and deliverables.

Dev/Sec/Ops Experience:

  • Expert-level knowledge of DevSecOps practices, including CI/CD automation, secure coding, and IaC using Terraform.
  • Strong hands-on experience with AWS services (CloudWatch, IAM, OpenSearch), container orchestration (EKS), and security tools (e.g., Aqua, DLP).
  • Proficient in at least one programming/scripting language (Python, Java, PowerShell, etc.).
  • Experience with GitLab CI/CD including environment management, feature flags, and DORA Metrics reporting.
  • Experience building and evolving CI/CD pipelines, security controls, and delivery automation using GitLab, Terraform, and Kubernetes (EKS).
  • Ensure reliability, performance, and security standards are maintained across infrastructure and application layers.

Qualifications

Required Qualification:

  • Bachelor’s degree with 8 years or 12 years of relevant experience and a HS degree.
  • Ability to work independently and take initiative to do what is needed to achieve quality performance goals
  • Strong understanding of agile methodologies (SAFe, Kaban, Scrum)
  • Utility Tools knowledge (JIRA/Confluence/GitLab/Artifactory)
  • Strong Dev/Sec/Ops hands on experience.
  • 8 years of experience in cloud-native application delivery, AWS, networking, and infrastructure automation.
  • Strong leadership skills and ability to foster collaborative relationships with customers, teaming partners and cross-functional teams
  • Ability to resolve customer issues very quickly and accurately
  • Familiarity with ticketing system, such as ServiceNow
  • Knowledge of IT standards, methodologies, system development life cycle and project management frameworks
  • Must be a US Citizen
  • Must be able to obtain and maintain a Public Trust 6C clearance

  • Agile Certification preferred

Target Salary Range

$104,000 - $166,000. This represents the typical salary range for this position. Salary is determined by various factors, including but not limited to, the scope and responsibilities of the position, the individual’s experience, education, knowledge, skills, and competencies, as well as geographic location and business and contract considerations. Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay.
