The ideal candidate will provide deep expertise in subcontract management, compliance with federal acquisition regulations, and the ability to lead subcontract staff and vendor teams in delivering high-quality, cost-effective solutions for mission-critical aviation programs. In this position, you will:

  • Lead all aspects of subcontract management from strategy development through closeout.
  • Develop, negotiate, and manage complex subcontract agreements in compliance with FAR, DFARS, DOT, and FAA Acquisition Management System (AMS) requirements.
  • Provide oversight and guidance to subcontract administrators and analysts, ensuring alignment with prime contract requirements.
  • Manage supplier performance, conduct risk assessments, and resolve contractual or delivery issues.
  • Collaborate with program managers, contracts, procurement, finance, and legal teams to ensure business and program objectives are met.
  • Prepare and present subcontract status, risk, and performance reports for senior leadership.
  • Drive supplier diversity and cost optimization initiatives to support FAA program goals.
  • Ensure compliance with flow-down clauses, reporting obligations, and audit requirements.
  • Support proposal efforts by developing subcontract strategies, BOEs (Basis of Estimate), and vendor pricing inputs.

Qualifications

Basic Qualifications:

  • U.S. Citizenship Required.
  • Must have the ability to obtain / maintain a Public Trust clearance. 
  • 12 years of experience in a supervisory capacity leading subcontract activities in federal contracting environments.

  • Strong working knowledge of FAR, DFARS, and AMS regulations.
  • Proven ability to lead negotiations, subcontract strategy, and supplier performance management.
  • Strong analytical, problem-solving, and financial skills, including cost/price analysis.

  • Proficiency with procurement or subcontract management tools (e.g., Deltek Costpoint, SAP, PRISM, or similar).
  • Knowledge of contract types (FFP, T&M, IDIQ, Cost-Reimbursable).
  • Familiarity with small business subcontracting plans and supplier diversity requirements.

Preferred Qualifications:

  • Exposure to FAA programs or NAS systems.
  • Advanced degree in Business, Supply Chain, or related field.

  • Professional certifications such as CPCM, CPSM, or DAWIA Level II/III.

  • Direct experience supporting FAA modernization efforts or other large-scale aerospace/aviation programs.

  • Familiarity with Earned Value Management (EVM) and subcontract reporting requirements.

  • Proven success managing international subcontracts or suppliers in highly regulated environments.

Target Salary Range

$112,000 - $179,000. This represents the typical salary range for this position. Salary is determined by various factors, including but not limited to, the scope and responsibilities of the position, the individual’s experience, education, knowledge, skills, and competencies, as well as geographic location and business and contract considerations. Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay.
