As the Information Technology Program Director, you’ll apply your expertise to oversee systems engineering and technical integration for the FAA’s next-generation air traffic infrastructure. In this high-visibility leadership role, you will drive complex technical and programmatic transformations across the FAA’s infrastructure and operations shaping the future of the National Airspace System (NAS) and ensuring the safety and efficiency of U.S. air travel.

 

In this position, you will:

  • Provide full life-cycle systems engineering oversight from requirements and architecture to modeling, testing, and validation.
  • Integrate hardware, software, and communications systems into a cohesive system of systems across FAA facilities.
  • Identify and mitigate system-level risks involving schedule, integration, and technical challenges.
  • Lead upgrades, transitions, and phased deployments to maintain operational continuity.
  • Act as the technical bridge between FAA leadership, contractors, engineers, and federal partners.
  • Manage budgets, resources, and performance metrics for Air Traffic Control (ATC) transformation programs.
  • Ensure compliance with FAA, DOT, and national airspace standards, prioritizing safety, redundancy, and reliability in every phase of system design and deployment.
  • Lead a high-performing team of systems engineers, architects, and integration specialists, fostering a culture of innovation and accountability.
  • Provide systems engineering oversight across the full lifecycle—including requirements development, architecture design, modeling, testing, and validation.
  • Ensure modernization elements (hardware, software, radio communications, telecommunications surveillance, automation, and ATC facilities) are integrated into a cohesive system of systems.
  • Oversee the technical integration of legacy and new systems across FAA facilities and air traffic systems.
  • Identify system-level risks (technical, schedule, integration challenges) and lead the development of mitigation strategies.
  • Manage system upgrades, transitions, and phased deployments to maintain uninterrupted FAA operations.
  • Serve as the technical bridge between FAA leadership, engineering teams, contractors, and federal agencies such as DoD and DHS.
  • Translate complex technical concepts into actionable plans for executive stakeholders and program leadership.

Qualifications

Basic Qualifications:

  • U.S. Citizenship Required.
  • Must have the ability to obtain / maintain a Public Trust clearance.
  • Bachelor’s degree in engineering or related field (Master’s preferred in aviation systems, systems engineering, or engineering management).
  • 16+ years managing a large-scale systems engineering and integration.
  • Proven expertise in requirements development, design, and operational integration of complex systems.
  • Skilled in testing and evaluation, risk mitigation, and multi-company technical collaboration.
  • Proven expertise in requirements development, systems design, and operational integration for complex systems.
  • Experience developing technical integration plans for multiple products and projects delivered seamlessly into operational environments.
  • Knowledge and hands-on experience in testing and evaluation of new technologies within mission-critical, 24/7 operational systems, ensuring minimal service interruptions.
  • Skills in risk identification and mitigation, ensuring smooth transitions between legacy and modernized systems.
  • Demonstrated success working across multi-company teams specializing in different technologies.

Preferred Qualifications:

  • Exposure to FAA programs or NAS systems.
  • Certifications such as INCOSE CSEP/ESEP, PMP,ITIL.
  • Familiarity with next-generation surveillance, automation, and communication technologies (e.g., ADS-B, SWIM, UAS integration).

Target Salary Range

$176,000 - $282,000. This represents the typical salary range for this position. Salary is determined by various factors, including but not limited to, the scope and responsibilities of the position, the individual’s experience, education, knowledge, skills, and competencies, as well as geographic location and business and contract considerations. Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay.
