Responsibilities

Peraton is looking for a proven Lead Telecommunications Manager to oversee the design, integration, and deployment of network and data communication systems to supporting the Brand New Air Traffic Control (BNATC). From flight plans to surveillance feeds to voice communications, all systems depend on a secure, high-performance telecommunications infrastructure. The Lead Telecommunications Manager makes sure that the infrastructure for the entire integrated ATC system remains in place, operational, and ready to meet mission demands. This role is a Director reporting to the Executive Vice President for the FAA BNATC Team.

 

We need a seasoned Lead Telecommunications Manager to oversee the design, integration, and deployment of network and data communication systems supporting the FAA’s BNATC program. As a member of the system integration team, this individual will be responsible for managing the performance, reliability, and security of the network infrastructure that connects automation, voice, surveillance, and control systems across the National Airspace System. The role spans the implementation of WAN/LAN connectivity, IP routing, fiber and copper infrastructure, and the coordination of FAA enterprise services and leased circuits across hundreds of FAA sites.

  

Responsibilities:

  • Lead the planning, integration, and deployment of telecommunications and data network infrastructure across all FAA deployment sites
  • Maintain robust network connectivity between FAA towers, TRACONs, en route centers, and national data centers
  • Oversee the installation and configuration of routers, switches, multiplexers, fiber/copper infrastructure, and leased telecom lines
  • Monitor and maintain adequate redundancy, availability, bandwidth, and latency performance for all connected systems, including automation, voice, and surveillance
  • Coordinate closely with FAA enterprise telecom teams, field techs, third-party carriers, and vendors to manage site-specific network activations and transitions
  • Participate in the development of interface documentation, cutover procedures, configuration baselines, and performance validation plans
  • Identify and mitigate risks related to network throughput, failover, and cybersecurity posture
  • Support testing, site acceptance, and cutover readiness for each facility’s network integration
  • Maintain compliance with FAA standards for network security, configuration management, and operational monitoring
  • Monitor SLAs across project deployment schedules, and operational performance for uptime, bandwidth usage, latency metrics, and failover capabilities
  • Verify system performance for clarity, latency, availability, and failover, and support troubleshooting across multiple sites
  • Develop contingency communication and maintain emergency preparedness plans to support FAA continuity during outages, disasters, or cyber incidents
  • Support acceptance testing, operational readiness reviews (ORR), and live cutovers
  • Collaborate closely with the Surveillance, Automation, and Voice Leads to enable and support seamless integration and system performance
  • Verify that systems meet cybersecurity mandates, availability requirements, and national airspace standards
  • Lead technical interface with telecom, satellite, and integration vendors
  • Maintain compliance with FAA performance requirements, system safety, and cyber standards
  • Participate in system-level design reviews, technical interchange meetings (TIM), and readiness events (Acceptance Testing, Site Acceptance Testing, Operational Readiness Reviews)
  • Collaborate with President, Executive Vice President, Solutions Director and Portfolio Manager, subcontractors, and FAA to align delivery progress with program-level goals and controls
  • Execute delivery quality assurance by validating that solutions meet FAA standards for reliability, security, scalability, and usability
  • Establish continuous feedback loops on current system and evaluate emerging surveillance technologies to support “future-proof” innovation efforts with Peraton Labs
  • Champion a culture of accountability, systems thinking, and mission focus across the technical team

Qualifications

Required

  • 16+ years of experience in the deployment and management of telecommunications infrastructure, ideally within federal or aviation environments
  • Deep understanding of IP-based network architectures, MPLS, routing protocols (BGP, OSPF), and WAN/LAN design
  • Experience in delivering telecommunications modernization efforts using Agile methodologies such as time-boxed execution and story-based planning
  • Proven experience operating mission-critical 24/7 projects and operations
  • Familiarity with FAA telecommunications services, facilities, and carrier coordination
  • Experience with FAA telecommunications infrastructure, including RCE, FOTS, and IP-based circuit transitions
  • Familiarity with modernization of legacy FAA telecom systems and integration into NAS enterprise networks
  • Experience with infrastructure cutovers, bandwidth analysis, and network troubleshooting in complex systems
  • Experience in coordinating with cybersecurity teams on compliance and network hardening
  • Experience in managing large telecom implementations and multi-site deployments
  • Strong understanding of network interoperability, cybersecurity, and optimization
  • Deep technical fluency and analytical acumen to enable engagement with engineers, architects, telecom leaders, building and facility leaders, and IT specialists around systems, performance, and integration
  • Outstanding communication, problem solving and leadership skills across technical and non-technical teams
  • Ability to evaluate and tech scout new technologies relevant to the BNATC mission
  • Proficiency with Jira, Confluence, Jama, and Sparx EA to manage site tasks, network dependencies, and integration risks within Agile planning cycles
  • Experience in managing geographically-distributed deployment teams and large system cutovers
  • Excellent leadership, communication, and stakeholder engagement skills

Prerequisites

  • U.S. Citizen
  • Ability to obtain a public trust and Top Secret clearance

Preferred Experience:

  • Bachelor’s degree in Telecommunications, Network Engineering, Systems Engineering, or a related field
  • PMP certification
  • CCNP or CCIE certification

Target Salary Range

$176,000 - $282,000. This represents the typical salary range for this position based on experience and other factors.
