Responsibilities

The Office of Space Weather Observations (SWO) under NESDIS is responsible for advancing space weather observational capabilities to meet NOAA programmatic needs. NOAA’s Space Weather Next (SWX) program maintains and extends space weather observations from various vantage points, selected to most efficiently provide comprehensive knowledge of the Sun and the near-Earth space environment needed to protect our technological infrastructure.

 The Space Weather Ground Services (SWGS) is responsible for comprehensive ground services for all SWX projects, ensuring successful implementation and operation of observing assets and ensuring the continuity of space weather measurements made by SWFO-L1 and the GOES-R series satellites.

 The SWGS Mission Operations Services (MOS) program must provide a full mission satellite command and control solution to support the L1 Series with two new independently launched observatories.

 

Task Lead manages the technical team and is the government’s point of contact for all task order deliveries. The Task Lead ensures services and capabilities are coordinated across all projects and aligns to best practices.

 

Responsibilities:

  • Serve as the key lead on a task order for overall design, development, integration and support of a new ground system.
  • Provide management and direction to personnel assigned to awarded task order
  • Performs a variety of project administration support services involving data review, reporting, project coordination, budget review, and other related duties in support of the Project/Program Manager.
  • Leads the team by planning, managing, and monitoring projects through its life cycle.
  • Monitors project timeline; tracks document submissions; creates, monitors, and maintains audit files.
  • Identifies, communicates, and resolves risks. Identifies and resolves issues to eliminate or mitigate the occurrence of consequences that may impact the success of the project.
  • Interacts with customers regarding strategies, requirements, problem solving, and support. Resolves concerns and issues.
  • Prepares monthly variance reports with associated footnotes. Evaluates and monitors the performance and efficiency of programs to ensure that program implementation is on target.

Qualifications

  • Minimum of 10 years with BS/BA.
  • Ability to obtain and hold a Public Trust clearance – US Citizenship is required.
  • 10 years of experience as task lead or technical project manager.
  • Experience leading projects and process improvement activities to completion with successful outcomes and delivery of desired results.
  • Strong communication and organizational skills with internal and external stakeholders
  • Experience working in a cross matrixed organization.
  • Strong knowledge of Satellite Ground Systems including mission planning, command, control and communications and Satellite Operation facilities.
  • Knowledge of satellite constellation operations.
  • Knowledge of EVMS, planning and reporting.
  • Familiarity with Atlassian tools such as Jira and Confluence.
  • Familiarity with the NASA/NOAA SE processes.
  • Understanding of Agile methodology.

Desired Qualifications:

  • Experience with task order management and working on a IDIQ contract.
  • Experience working within a distributed virtual team environment, with proficiency in remote collaboration tools and practices.
  • Strong interpersonal skills with a willingness to foster strong relationships with coworkers and vendors.
  • Highly organized with strong attention to detail.
  • Outstanding verbal and written communication skills.

Target Salary Range

$112,000 - $179,000. This represents the typical salary range for this position based on experience and other factors.
