Responsibilities

Peraton is seeking an experienced, highly organized Operations Research All Source Analyst with experience in MISO, Targeting specialist, and Assessments.  The candidate will support a U.S. European Command (EUCOM), the EUCOM Department of Defense Rewards Program (DoDRP), the EUCOM J39 Information Operations Division, and other United States Government (USG) interagency and DoD mission partners to coordinate, synchronize, and integrate the DoDRP into subcomponent and interagency efforts in EUCOM’s Area of Responsibility (AOR).  The Candidate will be part of a team focused on collaborating closely with EUCOM, subcomponent, and interagency intelligence and MISO staffs.  The incumbent will be the subject matter expert on verifying received information with other data sources, able to illuminate, and exploit, information received by the program in cooperation with intelligence staffs at all levels related to counterterrorism and force protection matters. The incumbent will also work closely with other subject matter experts to build DoDRP awareness campaigns in select countries within the EUCOM AOR.

As the Subject Matter Expert, you will get to:

  • Expertly handle mission requirements and refine information through multi-source intelligence assets to assess accurately and develop actionable reporting to subcomponents.
  • Integrate into local intelligence staffs to process raw reporting from the AOR to support DoDRP information products and provide recommendations to the command and its subcomponents.
  • Be responsible for characterization of received information and triaging for staff action.
  • Apply network development methodologies to perform nodal analysis.
  • Perform knowledge management duties, receive, and process requests for support and requests for information, liaise with identified subcomponent representatives and provide updates on the staffing and status of DoDRP received serialized information.
  • Coordinate with marketing and production teams and report to the project manager for contractual deliverables.
  • Will integrate PSYOP into plans and ensure that PSYOP capabilities are considered in the deliberate and crisis action planning processes.
  • Provide expert mission analysis, analytic problem solving, and assessment skills.
  • Must be effective at applying technical skills to tactical, operational, and strategic level planning/execution, identifying, and tracking measures of performance and measures of effectiveness.
  • Demonstrated expertise in oral, visual, & written communications and briefing techniques.
  • Must be able to effectively advise, negotiate and persuade various managers, military officials, and senior leaders.
  • Be effective at gaining acceptance of recommended concepts, ideas, guidance, policies and regulations.

Qualifications

Required: 

  • Bachelor’s degree or military service-based training and minimum 8 years’ of relevant experience.
  • Familiarity with staffing procedures, targeting TTPs as well as the EUCOM historic, current, and emerging threats.
  • Experience in target development and validation process and applying a collection management strategy against designated targets.
  • Ability to proactively identify and assess risks and opportunities.
  • Experience operating in tactical, operational, strategic environments as well as multi-national and Interagency Partner environments as a staff member with minimum guidance with background in the following:
    • Deep understanding of classification guidelines and handling procedures
    • Demonstrated ability to perform all source operational intelligence analysis.
    • Demonstrated ability to deliver individually sourced unclassified and classified products.
    • Demonstrated understanding geographic combatant command structures, functions, and requirements.
  • Experience with joint and/or combined military operations and interagency coordination.
  • Knowledge of DoD, Joint, and Army service doctrine, regulations, and policies.
  • Capable of recommending changes to policy, force structure and design, and command relationships
  • Proficient in integrating PSYOP capabilities or other “inform” capabilities into plans and operations.
  • Knowledge of military command relationships and command and control (C2) procedures.
  • Able to coordinate PSYOP actions within the proper channels and processes that incorporate EUCOM authorities.
  • Demonstrated ability to engage senior leaders and staff and conduct complex briefings to large audiences.
  • Demonstrated expertise in oral and written communications - including an expert ability to communicate effectively with intelligence, interagency and foreign national teammates.
  • Expert Microsoft Office. 
  • Must be a U.S. Citizen with a current U.S. Passport.
  • Current, active DoD Top Secret clearance with SCI eligibility.

Desired:

  • Graduate from accredited DOD Psychological Operations course and familiar with irregular warfare.
  • Basic familiarity with AI/ML for project management.
  • Experience working with remote teammates.

Target Salary Range

$112,000 - $179,000. This represents the typical salary range for this position based on experience and other factors.
