Responsibilities

Peraton requires Satellite Planner's to support the Special Operation Command Information Technology Enterprise Contract (SITEC) – 3. This role is in Colorado Springs, CO.

 

The purpose of the Special Operations Forces Information Technology Enterprise Contract (SITEC) 3 Enterprise Operations and Maintenance (EOM) Task Order (TO) is to provide USSOCOM, its Component Commands, its Theater Special Operations Commands (TSOCs), and its deployed forces with Operations and Maintenance (O&M) services to maintain Network Operations (NetOps); maintain systems and network infrastructure; provide end user and common device support; provide configuration, change, license, and asset management; conduct training, and perform Install, Move, Add, Change (IMACs) services. The responsibilities and tasks associated with each requirement play a pivotal role to USSOCOM, the CIO/J6 organization, and ultimately the end-user who operate around the globe 24x7x365.

 

The Satellite Planner is responsible for providing technical and operational support. The Satellite Planner will provide services to deployed forces that require help troubleshooting and resolving problems encountered when establishing or maintaining SATCOM.

 

Duties include but are not limited to:

  • Develop and execute operational satellite communications (SATCOM) plans in accordance with operational and mission guidance.  Drafts Signal Operating Instructions as they pertain to satellite communications procedures.
  • Provides technical and operational support, as well as subject matter expertise for satellite communications systems and procedures to include but not limited to; Broadband Global Area Network (BGAN), Global Broadcast Satellite (GBS), Ultra High Frequency (UHF) Tactical Satellite (TACSAT), Mobile User Objective System (MUOS), INMARSAT, Iridium, and Proliferated Low Earth Orbit (PLEO) systems.
  • Must be proficient in UHF TACSAT waveforms such as High-Performance Waveform (HPW), Integrated Waveform (IW) UHF Dedicated (Ded) and Demand Access Multiple Assignment (DAMA) and Wideband Code Division Multiple Access (WCDMA).
  • Request and configures SATCOM networks and systems from DoD and commercial providers, monitors systems, activates remote terminals, as well as tracks and resolves SATCOM incident reports and problems related to baseband, intermediate frequency (IF), and RF communications. 
  • Proficiency in Joint SATCOM Management Tool and Joint Integrated SATCOM tool.  Analyzes Satellite Access Requests (SARs), Gateway Access Requests (GARs), Satellite Access Authorizations (SAAs), Gateway Access Authorizations (GAAs). 
  • Develops and reviews Telecommunication Service Requests (TSRs), Telecommunication Service Orders (TSOs), Transmission Plans, and other documentation to determine SATCOM configuration requirements and alternatives and then report the results to the Government as required.
  • Utilizes Government-provided tools and applications to develop network diagrams and cutsheets based on their analyses. Provides status reports on equipment, network availability, network utilization and terminal status using Government-provided tools and applications and enters outage and restoral information into the Government’s trouble management system. 
  • Ability to train special operations communicators in SATCOM techniques and principals.

Qualifications

Qualifications:  

  • BS + 8 years of experience OR MS + 6 years of experience OR HS with 12 years of experience OR AA with 10 years of experience.
  • A DoD TS/SCI clearance is required
  • At least four years of experience in planning and operating HPW, FDMA, TDMA, DAMA, WCDMA, UHF TACSAT, INMARSAT, BGAN, GBS, and other commercial and military satellite communications systems.
  • Expert knowledge of satellite communications terminals and radios and how to interface with terrestrial systems (e.g., Voice over Internet Protocol (VoIP) gateways and other telephony systems).
  • Ability to plan and implement hybrid networks (e.g., terrestrial, satellite, and fiber).
  • Subject matter expertise in the theory associated with both commercial and tactical military satellite RF bands (e.g., L, C, X, Ku, and Ka).
  • Extensive knowledge and experience with commercial and tactical military satellite technology architectures, standards, systems, hardware, and software.

Target Salary Range

$80,000 - $128,000. This represents the typical salary range for this position based on experience and other factors.
