Responsibilities

We are seeking a highly skilled Test Manager to lead testing operations for a mission-critical federal IT program. This role is responsible for managing comprehensive test strategies, coordinating multidisciplinary testing teams, and ensuring the delivery of high-quality systems and releases in line with contract and user requirements. The ideal candidate will have deep experience with cloud environments (particularly AWS GovCloud), Agile methodologies, and IT systems that are integrated with business-critical operations.

 

What will you do:

 

  • Plan, execute, and manage testing activities across multiple environments (environmental, operational, performance).
  • Design and oversee test procedures for software, systems, and components including mechanical, electro-mechanical, and IT infrastructure elements.
  • Collaborate with engineering and development teams to ensure readiness and quality of system components prior to release.
  • Direct test engineering personnel and manage testing schedules, staffing, and performance metrics.
  • Supervise a range of testing operations including user acceptance, performance, compliance, intra-system, and system integration testing.
  • Collect, analyze, and report on test data; finalize documentation for formal reviews and government reporting.
  • Ensure testing scope, quality, and timelines align with Agile development cycles.
  • Work closely with federal stakeholders, internal delivery teams, and subcontractors to define and approve testing approaches and outcomes.

Qualifications

 

Required Qualifications:

 

  • Minimum of 8 years with BS/BA; Additional 4 years of experience maybe accepted in lieu of the degree. 
  • 7+ years of experience in IT as a Test Manager, Test Lead, UX Manager, or UX Lead.
  • Demonstrated leadership in testing large-scale, high-availability systems integrated with mission-critical business operations.
  • Deep technical knowledge of Information Technology, Identity and Access Management, and AWS GovCloud systems.
  • Strong understanding of how enhancements, defects, and requirements impact system architecture.
  • Experience managing Agile test teams and integrating quality assurance into DevOps workflows.
  • Strong familiarity with ITIL-based service delivery frameworks.
  • Excellent communication skills, with experience presenting to senior government officials.
  • Proven success in test planning, execution, and reporting that leads to high-quality, user-ready systems.
  • Must be able to obtain and maintain a Public Trust Clearance. 
  • Must be a US Citizen

Preferred Qualifications:

 

  • PMP Certification preferred 
  • Bachelors Degree is a plus
  • Familiarity with automated testing tools, cloud monitoring frameworks, and CI/CD pipelines.

Target Salary Range

$104,000 - $166,000. This represents the typical salary range for this position based on experience and other factors.
