We are seeking a Strategic Communications and Outreach Officer to lead the development and execution of comprehensive communication strategies that promote the goals, mission, and values of a key government organization. This individual will serve as a trusted advisor and strategic partner, collaborating with internal teams, senior executives, and external stakeholders to deliver high-impact messaging and thought leadership initiatives that elevate the customer’s reputation and capabilities.

 

In this role, you will shape how the organization is perceived by key audiences, ensure message alignment across all channels, and contribute to a unified strategic narrative that reflects the mission and priorities of the agency. This position plays a vital role in driving integrated communications that support internal cohesion, public awareness, and operational effectiveness.

Key Responsibilities:

  • Develop and execute marketing and strategic communications campaigns that support organizational goals and drive measurable outcomes.

  • Partner with internal and external stakeholders to align messaging across a variety of platforms and ensure consistency in tone, branding, and strategic direction.

  • Drive the creation of high-quality communication products including executive messaging, speeches, white papers, web content, and multimedia assets.

  • Support the development of external thought leadership initiatives to position the organization as an innovator and leader in its field.

  • Create and manage internal and external communications protocols, ensuring timely and effective dissemination of information.

  • Track communications performance against defined objectives and deliver regular reporting on campaign effectiveness and engagement metrics.

  • Work closely with technical teams to translate complex concepts and capabilities into accessible, impactful content for non-technical audiences.

  • Collaborate with executive leadership and program teams to refine key messaging and develop content for stakeholder engagement and public-facing platforms.

  • Manage the design, development, and production of communication collateral that adheres to brand standards and supports outreach goals.

  • Ensure all content is publication-ready, fact-checked, and aligned with strategic objectives.

  • Monitor the communications environment and respond quickly to emerging needs or issues, maintaining consistent and proactive messaging.

  • Support the agency’s integrated marketing and acquisition strategies through content development and campaign alignment.

  • Prepare briefings, summaries, talking points, and related materials to support strategic engagements and decision-making.

  • Provide insight and guidance on new communication trends, digital tools, and engagement strategies that can enhance outreach and impact.

Qualifications

Skills and Experience:

Required:

  • Bachelor’s degree or higher in Marketing, or Communications, Computer Science, Engineering, Remote Sensing, Photogrammetry, Image Science, Data Science, Information Technology, Management Information Systems, Geographic Information Systems, Geography, or other related degree program, or related equivalent additional experience of 4 years with no degree or 2 years with a non-STEM degree
  • Proven success designing and executing marketing and communications strategies and campaigns
  • Experience developing materials for congressional review
  • Excellent organizational and project management skills and ability to meet deadlines
  • Must be able to think analytically and strategically
  • Great multitasker and capable of simultaneously managing multiple projects with different deadlines
  • Superior written and verbal communications skill
  • Demonstrated experience providing guidance and direction in high technology programs.
  • TS/SCI clearance adjudication or ability to obtain SCI and pass a polygraph. 
  • 18+ years of experience in guidance, consultation, facilitation, and thought leadership to the client and/or project team based on specialized in-depth expertise in such fields as:
    • engineering and technology
    • policy and administration
    • program management
    • planning
    • analysis
    • facilities
    • communications
    • visual design
    • human capital

Desired:

  • Master’s degree or higher in Marketing, or Communications
  • 18+ years of experience working with DoD/IC Acquisition Process or PPBES
  • Former Staff, United States Congress
  • Previous NRO, or NGA and/or NSG/ASG program/project work experience.
  • Previous IC or DoD program/project work experience.
  • Previous IC or DoD program/project work experience.
  • Knowledge of Model-Based Systems Engineering, processes, tools, and languages.
  • Technical knowledge in one or more of the following arears, Remote Sensing, Photogrammetry, Image Science, Computer Science, Data Science, Engineering, Information Technology, Management Information Systems, Geographic Information Systems, Geography, or other related degree program.
  • Experience in engineering, design and analysis of IT or related systems with experience in all phases of design, development, analysis and documentation, and development of standards and guidelines for tasks being performed.

Target Salary Range

$135,000 - $216,000. This represents the typical salary range for this position based on experience and other factors.
