Where Technology and Teamwork come together...  Peraton is seeking a Software Development Manager to join our team of qualified, diverse individuals in transforming the future of technology and public health. This full-time remote position will support our CDC portfolio.

 

The candidate will plan, direct, coordinate, and oversee all activities associated with creating software across multiple functional areas and products. The individual will prioritize and allocate the work for projects, products, and resources with the assistance of architects and managers. The candidate will participate in strategic decisions about technology and the implementation of the software products.

 

This position will require direct people management and strong leadership skills for a team of diverse technical resources. This person will be responsible for employment decisions and staff support, such as hiring, performance management, employee development, compensation and other rewards.

 

This role will help manage the IT portfolio by guiding and overseeing IT project and operations and maintenance (O&M) activities. This position will be part of the Peraton Digital Media management team and participate in capture and proposal efforts, strategic initiatives, mentoring staff, and other duties as assigned by the Program Director.

 

Roles and Responsibilities:

 

Plans, directs, coordinates, and oversees software development activities to ensure that projects are completed on time with desired functionality and design, while adhering to quality standards and government requirements (e.g. security, Section 508).

  • Contribute to the development of a project plan with Project Manager and other leaders. This includes communication of product goals as defined by customer and contractor management, definition of project strategy, development of a schedule with key milestones, identification of risks, contingency plans and allocation of project resources. 
  • Organizes projects through the use of Agile methodologies and tools (e.g. Jira). Clarifies roles, responsibilities, and assignments of team members.
  • Facilitate communication upward and across project team including technical information, status of the work, justifications for variances and any adjustments. Includes communication with all levels of Peraton contractor team and CDC customers. 
  • Monitors and intervenes to address issues and questions to assist architects, business analysts, user experience, developers, quality assurance, systems engineers, system admins, and security analysts.
  • Monitor technology trends such as emerging standards for new technology opportunities.
  • Contributes to strategic decisions about technology and the implementation of software solutions.
  • Develops or specifies standards, methods, or procedures to determine product quality and release readiness.
  • Identifies and documents software defects, then reports defects to software developers.
  • Monitors bug-resolution efforts and tracks successes.
  • Participates in software functional and design reviews to provide input on requirements, designs, schedules, and potential problems.  
  • Manages team of development resources including planning, scheduling, and resourcing to software development projects and O&M activities for a portfolio of applications.
  • Mentors, coaches, and trains development resources to maximize technical capabilities and capacity of the team.
  • Conduct all aspects of staff performance management including recruiting, onboarding, performance reviews, compensation planning, etc.
  • Provides task direction and guidance to less experience team members.
  • Responsible for process improvement initiatives as they relate to development efforts.
  • Investigates problems and develops disposition and recommended corrective actions.

Qualifications

 

Required Qualifications:

  • 12 years of experience, may have supervisory or management experience

  • Demonstrated experience in the development, integration, operations and/or maintenance of complex, important, highly visible systems and technologies.
  • Demonstrated experience with the planning, direction, coordination, and oversight of resources and project activities in an Agile environment
  • 8 years’ experience as a senior/lead application developer on projects using WordPress, Drupal, PHP, MySQL, Perl, JavaScript, React.js, and jQuery
  • 5 years’ experience as an application developer on projects using tools such as Jenkins, Gulp, Grunt, GitHub, GitLab, NPM, RabbitMQ, Solr, and Fortify
  • Development experience with IT projects and O&M supporting web content, digital media, and communication services
  • Development experience with IT projects and O&M for the federal government, ideally for HHS/CDC
  • Ability to respond effectively to changing events and competing priorities; flexibility.
  • Strong analytical, problem solving and critical thinking skills.
  • Must be a US Citizen or a Green Card Holder.
  • Must be able to obtain and maintain the required agency clearance

 

Preferred Qualifications: 

  • Experience in multiple project roles such as project manager, scrum master, business/systems analyst, tester, solution architect, DBA, and/or usability/UX
  • Experience in managing teams in a matrixed environment
  • Experience in managing teams supporting digital media, web content, communication, marketing, campaigns, and/or web solutions
  • Experience in portfolio/program management and resource management
  • Bachelors Degree is a plus

Target Salary Range

$104,000 - $166,000. This represents the typical salary range for this position based on experience and other factors.
