Responsibilities

Ready to join NGA’s Enterprise Engineering & Architecture Lead Integrator Team to drive (1) Digital Transformation across enterprise architecture, systems engineering, integration, and governance processes within NGA’s Digital Engineering Environment and (2) Mission Transformation, across a variety of key enterprise priorities (e.g., AI/ML, Multi-Cloud, Tactical Edge, Joint Ground Integration)?

 

We are looking for an Expert-level GEOINT Lead Integrator to join our dynamic, fast paced NEE Enterprise Engineering & Architecture Lead Integrator Team to provide technical leadership to the yearly Information Technology (IT) Technical Planning Guidance (TPG) cycle, to inform POM planning and strategic investments.  You will lead a variety of engineering and architecture analyses to drive development of the TPG.  You will provide thought leadership and innovation, to expand the digitalization and automation of the TPG analysis and production cycle.  You will participate in Integration Forums and the Agency Engineering Review Board, to ensure end-to-end coordination and approval of the TPG. 

 

With your knowledge of the systems and services within the NGA GEOINT Enterprise Architecture and end-to-end Tasking, Collection, Processing, Exploitation, and Dissemination (TCPED) cycle, you will apply your Systems Engineering and Integration expertise to lead a variety of trade studies and analysis of alternatives (AoAs) to inform Leadership investment decisions (e.g., system divestitures and consolidation).  In this role, you will be responsible for leading the entire study/AoA process, from development of the Project Plan and evaluation criteria, to execution of the study/AoA, stakeholder engagements, capture and coordination of its qualitative and quantitative findings, development of Senior-level and Agency Board out-briefs, and final capture of Lessons Learned. You will lead cross-functional study/AoA teams, responsible for managing team tasking, performance, and deliverables.  

 

Duties include (but are not limited to):

  • Provide strategic thought leadership and engineering leadership to the annual TPG cycle
  • Review Strategic and Technical Documents (e.g., SOCs, ICDBs, Director’s Intents) to identify future capability needs and partner with Senior Government Leadership to develop the associated TPG Thrusts driving modernization
  • Conduct a variety of engineering and architecture analyses (e.g., Enterprise Requirements, Operational Capabilities, TSTs, Roadmaps) to identify gaps and dependencies for the TPG Thrusts
  • Author the TPG final report/deliverable and provide SME leadership to Agency reviews and approval bodies of the TPG
  • Develop Plans of Action & Milestone (POAMs) for Trade Studies / AoAs, defining the Scope, Key Stakeholders, Schedule, Deliverables, etc; garner Senior Government Leadership buy-in / approval
  • Organize and lead cross-functional Study / AoA Teams, consisting of System Engineers, Architects, Requirement SMEs, System/Segment SMEs, etc; define, manage, and report on team tasking and progress through use of Agile Tools (e.g., Jira and Confluence)
  • Define Study / AoA evaluation criteria and lead/perform all aspects of Study/AoA execution (e.g., requirements gathering and analysis, architecture impact analysis, cost analysis, system comparison testing, study report development (briefings, white papers, etc), …)
  • Lead a variety of User Engagements associated with your Studies / AoAs to gather User input (e.g., User Surveys, Demos, TEMs)
  • Conduct routine Study / AoA status update meetings with Senior Government Leadership, articulating progress, reviewing artifacts and findings, and proactively raising issues and concerns
  • Provide technical leadership to the development of Study / AoA briefings for Agency-level technical, programmatic, and acquisition boards (e.g., NGA Engineering Review Board (ERB) and provide SME expertise to board discussions   
  • Participate in NGA Digital Engineering (DE) Program Increment Planning Events, Demos, and Forums as a DE Stakeholder/User, to drive development of Features to support TPG modernization
  • Participate in NGA Risk Management processes, as necessary
  • Identify areas of growth and expansion for the Lead Integrator Team, proposing new priorities and tasking to the Government Customer
  • Oversee the work of Expert-, Senior-, Mid-, and Junior-level contractor Systems Engineers and Integrators, through both TPG development and as the leader of cross-functional study/AoA teams

Skills and Experience:

 

Required:

  • Master’s degree in Engineering, Computer Science, Information Technology, Management Information Systems, or related STEM degree program.
  • 18 years of applicable experience is required. If this experience is as a Systems Integrator, it may be considered in lieu of a degree.
  • Experience Integrating solutions using Cloud Based Technology such as: Service Orientated Architecture (SOA), On-demand self-service, Broad network access, Resource pooling, Rapid elasticity, Measured Service, Software as a Service (SaaS), Platform as a Service (PaaS), and Infrastructure as a Service (IaaS).
  • Must demonstrate hands on experience in architecting and building large scale, service-oriented software products.
  • Documented Expert-level working experience leading complex cross-Organization engineering assessments, studies, and Analysis of Alternatives (AoAs), developing Plans of Action and Milestones (POAMs) to guide efforts, facilitating associated cross-functional Integrated Project Team (IPT) efforts, engineering recommended Courses of Action (COAs), and communicating status and out-briefing Government Senior Leadership to inform decisions
  • TS/SCI clearance adjudication or ability to obtain SCI and pass a poly.

Desired:

  • Expert-level working experience in government or industry in DoD/IC Acquisition Process and/or the Planning, Programming, Budgeting, and Execution (PPBE) cycle.
  • Experience developing technical planning guidance / roadmaps to inform infrastructure and/or mission capability modernization
  • Documented Expert-level work experience and demonstrated knowledge:
  • In the field of geospatial intelligence.
  • Of the GEOINT TCPED cycle and familiarity with systems / services that comprise TCPED.
  • With NGA and/or its Mission Partners.
  • With GEOINT data.
  • Managing complex system-of-system engineering and integration projects.
  • Leading cross-Organization Working Groups, with Government Sr. Leadership visibility and participation.
  • Experience throughout the Systems Engineering lifecycle (Architecture, Requirements, CONOPS, Design, Integration, Test, O&M, Decommission).
  • Project/Task leadership.
  • Hands-on experience with Jira and Confluence.
  • Familiarity with Digital Engineering processes and tools.
  • Training and certification in Scaled Agile Framework (SAFe), with hands-on adoption and implementation in previous projects.

Target Salary Range

$146,000 - $234,000. This represents the typical salary range for this position based on experience and other factors.
