Responsibilities

The Program Finance Manager in the Defense Missions Systems Business Unit partners with the program leaders to ensure that financial performance for the program is achieved. Responsibilities include but not limited to: Gathers financial data and performs financial analyses and reporting (e.g. profit & loss, balance sheet, cash flow, pricing etc.). Drives the forecasting process (weekly, monthly and long term) by analyzing trends within the businesses and ensuring alignment with business and corporate wide objectives. Communicates and drives adherence to Generally Accepted Accounting Principles (GAAP), CAS, FAR and the organizations financial goals and policies. Employs a deep understanding of pricing and supply chain. Must have government contracting experience.

 

Other responsibilities include:

  • Manages a team of Program Financial Analysts (PFA). Accountable for leading an organization of individual contributors by setting overall initiatives, allocating financial and human capital for programs and projects, and ensuring timely and effective delivery and reporting of financials
  • Ability to work in a team environment. In addition to working with the PFA team, this role requires strong coordination with Program Management Office (PMO)
  • Develops and leads planning, implementation, communication, process improvements, and delivery of the program’s finance initiatives within area of accountability
  • Consults with business leaders at the VP and Director level to drive and influence strategic decision-making within a broad scope (e.g., balancing risk, identifying opportunities, )
  • Oversees the key controls within one or more domains of responsibility to ensure compliance with legal and accounting requirements
  • Ensures that the financial strategies and initiatives within area of accountability are integrated and aligned with corporate and business strategies
  • Work with Program Management Office (PMO) team on management of Overseas Cost of Living Allowances
  • Support the preparation and coordination of financial forecasting and reporting on a weekly and monthly basis to include forecasting for the Annual Operating Plan
  • Provide variance analysis on program financial metrics
  • Support audits and reviews requested by programs, customers, and company management
  • Ensure timely invoicing and collection on programs to include providing detailed invoice backup as required
  • Close monitoring and analysis of Funding availability, Milestone Billings and Cash collections
  • Provide funding, verify and approve subcontractor invoices; provide corresponding reports
  • Provide financial business analysis and reporting with the ability to clearly communicate financial status to the Program Manager (PM), PMO team, Finance Leadership team to and Organizational Leadership
  • Support Pricing, Cost Strategy, Proposal activities, and provide historical cost analysis.
  • Prepare, maintain, and analyze contract estimates at completion (EAC) and coordinate ETC assumptions with the PM
  • Monitor program labor charging and other costs for any cost posting errors, then review results with the PM
  • Closely interface with external/internal customers, Program Managers, and co-workers on all cost issues
  • Ensure compliance with internal procedures and FAR government regulations
  • Ability to multi-task and work ad hoc requests on short notice

Qualifications

Required Qualifications

  • Bachelor’s Degree and 10 years of comprehensive financial and administrative experience.  MBA Preferred
  • Auditing, forecasting, pricing, and consolidations experience
  • People management/mentoring experience
  • Ability to obtain a Secret clearance
  • US Citizenship

Target Salary Range

$104,000 - $166,000. This represents the typical salary range for this position based on experience and other factors.
