Peraton is seeking a skilled Business Analyst to join our team of qualified and diverse individuals to support the Florida Department of Health. This scope of work is for this individuals to provide Women, Infants and Children (WIC) Information Technology business analyst services to provide maintenance, operations, and programming support for the Special WIC FL-WiSE/Electronic Benefits Transfer (EBT) data system and to provide service in planning, preparing, and managing project management activities related to WIC Management Information Systems (MIS) and WIC EBT changes.
This position is located in Tallahassee, Florida.
Day to Day Roles and Responsibilities:
Serve as liaison between WIC business areas and the Department’s WIC IT unit to document and communicate user needs
Translate business requirements into functional specifications and coordinate with QA and Project Managers for updates
Collaborate with WIC IT staff to assess feasibility of technical solutions
Analyze business operations to identify strengths, weaknesses, and automation opportunities
Facilitate communication between business units and IT throughout the project lifecycle
Support business process redesign and documentation for new technologies
Conduct testing of system fixes, modifications, and enhancements; support User Acceptance Testing and document results
Develop system documentation for fixes, enhancements, and modifications
Participate in project planning, status meetings, and tracking of decisions, issues, and risks
Assist in completing project deliverables throughout each project phase
Support development of additional deliverables as required
Assist in creating user documentation related to MIS and EBT modifications
Support ADA and security compliance scans related to MIS and EBT systems
Share best practices, provide mentoring, and assist in staff training
Adhere to all Department data security and confidentiality policies and procedures
Basic Qualifications:
Minimum of 5 years of recent experience working within a development team environment, including coordination and implementation of operational systems with technical staff, end users, and customers. Experience should include activities such as requirements gathering and documentation, requirements translation, user acceptance testing (UAT), and the creation of ER diagrams or flowcharts.
Minimum of 5 years of recent experience applying change management best practices, including serving in a code promotion role in collaboration with development teams. Experience must include using Microsoft Team Foundation Server or Azure DevOps and Visual Studio with version control system (VCS) integration tools.
Minimum of 5 years of recent experience translating complex, multi-system interfaces and user specifications into accurate and detailed programming language requirement specifications.
Minimum of 5 years of recent experience working within the software development lifecycle (SDLC), with a specific focus on leading and coordinating User Acceptance Testing (UAT) efforts.
Experience in the development and implementation of WIC (Women, Infants, and Children) information systems.
Proficiency with project management and planning tools such as Microsoft Project and Microsoft Visio.
Familiarity with federal and Florida state laws and regulations governing data security and data systems.
Experience using database query languages such as Oracle SQL or PL/SQL.
Demonstrated progression in roles involving business analysis or project management support responsibilities.
