Responsibilities

Peraton is seeking a Lead Systems Engineer to support the development of a new satellite ground system for Space Weather Ground Mission Operations Services (SWGMS) on-premises and cloud systems to meet both current and future demands.

 

The Office of Space Weather Observations (SWO) under NESDIS is responsible for advancing space weather observational capabilities to meet NOAA programmatic needs. NOAA’s Space Weather Next (SWX) program maintains and extends space weather observations from various vantage points, selected to most efficiently provide comprehensive knowledge of the Sun and the near-Earth space environment needed to protect our technological infrastructure.

 

The Space Weather Ground Services (SWGS) is responsible for comprehensive ground services for all SWX projects, ensuring successful implementation and operation of observing assets and ensuring the continuity of space weather measurements made by SWFO-L1 and the GOES-R series satellites.

 

The Space Weather Observations - Mission Operations Services (SWO-MOS) program must provide a full mission satellite command and control solution to support the L1 Series with two new independently launched observatories.

 

Responsibilities:

  • Generate quantifiable requirements based on customer description, system planning and design, and acquisition logistics.
  • Ensure requirements comply with functional and performance specifications through formal verification methods and translate high level product development strategies into system requirement specifications and work with other engineering disciplines to develop lower-level detailed implementation requirements.
  • Establish and coordinate development of standards, practices, and procedures as related to the overall product development.
  • Design interfaces and system component integration.
  • Assess performance using evaluation criteria and technical performance measures. 
  • Develop system conceptual design and documentation and ensure integration into current system and traceability of requirements.
  • Lead the development of system level requirements verification procedures and customer acceptance test criteria.
  • Lead in the development of product review plans, SEMP, and participates in full life-cycle reviews.
  • Review test plans/procedures and ensure they meet the objectives of the contractual requirements and participate in the testing process to validate requirements.
  • Serve as a key lead on the program technical team.
  • Consults with management, customers, and external contractors regarding the project schedule, resources, plans, designs, and implementations.
  • Oversee technical design, development, and implementation of system services.
  • Establish standards for system design and development.
  • Ensure system performance goals are met and the integrity of design is maintained.
  • Coordinate the identification, reporting and resolution of system anomalies/discrepancies.
  • Validate allocated requirements to assure system architecture, design and implementation satisfies requirements.
  • Evaluate emerging technologies for potential application.
  • Interact with customers regarding strategies, requirements, problem solving, and support.
  • Contribute to technical risk/opportunity identification and lessons learned.

 

Qualifications

Required Qualifications:

  • Ability to obtain and hold a Public Trust clearance – US Citizenship is required.
  • Minimum of 12 years with BS/BA; Minimum of 10 years with MS/MA; Minimum of 7 years with Ph.D.
  • 4 years of relevant experience will be considered in lieu of a bachelor’s degree.
  • 12 or more years of experience directly related to System Engineering for Satellite Ground Systems, including requirements decomposition and analysis, model-based engineering, virtualization, Service Architectures, and cloud-based services
  • Strong knowledge of Satellite Ground Systems including mission planning, command, control and communications, data processing, space to ground interfaces, network topologies, cyber security, and Satellite Operation facilities
  • In-depth knowledge of data structures and ability to analyze data to solve problems
  • Experienced with NASA Systems Engineering Processes and Requirements (NPR 7123.1)
  • Experience with Atlassian tools such as Jira and Confluence.
  • Understanding of Model-based systems engineering (MBSE) processes, tools, and languages (Cameo, MagicDraw, SysML, Sequence Diagrams, DoDAF, etc.).
  • Experience with software centric systems.
  • SAFe certification or experience with Scaled Agile Framework methodology.
  • Knowledge of cloud-based services (AWS)

 

Desired Qualifications:

  • Experience with VMware or virtualization technologies
  • Experience with Microsoft Windows and various Linux OSs
  • Experience in software or systems testing
  • Experience writing specifications and conducting trades
  • Experience with DOORS (or equivalent) requirements management tool.
  • Experience with configuration and change managements processes and tools
  • Experience with CMMI Level 3 processes
  • Experience with Earned Value Management System (EVMS)
  • Experience working within a distributed virtual team environment, with proficiency in remote collaboration tools and practices.
  • Strong interpersonal skills with a willingness to foster strong relationships with coworkers and vendors.
  • Highly organized with strong attention to detail
  • Outstanding verbal and written communication skills
  • Experience leading projects and process improvement activities to completion with successful outcomes and delivery of desired results.
  • Active Public Trust clearance

Target Salary Range

$135,000 - $216,000. This represents the typical salary range for this position based on experience and other factors.
