Responsibilities

Peraton is seeking a talented and experienced Project Governance Lead to join our team of qualified and diverse individuals to support the county of San Diego.

 

The Project Governance Lead will provide the authority for project governance oversight to drive project management standards and policies throughout the Enterprise Project Management Office (EPMO) organization.

 

Must be local to San Diego and available to be onsite at least one day per week, with additional onsite presence required for special occasions. 

 

Day to Day Roles and Responsibilities:

  • Identify and track metrics for measuring project success.
  • Ensure EPMO team compliance with SDLC policies and procedures
  • Proactively Monitors Project efforts to identify areas of concern and reduce budget overruns and delays.
  • Implement governance strategies for maintaining project metrics and quality project deliverables
  • Train project management staff on effective use of PMO tools for use in resource management, project tracking and reporting.
  • Support project escalations and drive issues to closure.
  • Provide guidance and leadership on alterative PMO methodologies (Iterative/Agile/Kanban)
  • Facilitate governance for the project portfolio individual projects
  • Provide periodic review of team member performance using both formal and informal mechanisms; mentor team members in best practices and provide skill development
  • Support and train on appropriate revenue recognition for third parties and support ensure timely and accurate invoicing
  • Support delivery of project management critical milestones
  • Work closely with Program or Project Managers to develop and maintain detailed resource loaded schedules of projects
  • Maintain procedures and conduct reoccurring training on project management scheduling best practices including base lining, status reporting, performance measurement baseline Budget at Completion (BAC), Cost Performance Index (CPI),
  • Schedule Performance Index (SPI), Estimate at Completion (EAC), and Estimate to Complete (ETC)
  • Maintain polices and conduct reoccurring training for schedule estimating through elicitation of stakeholders to capture estimations of new work, updated actuals and remaining work
  • Work in collaboration with PMO team to drive consistency of the project scheduling approach to facilitate accuracy in project execution and reporting
  • Train PMs on how to identify major milestones, decision points, and other project events
  • Help to troubleshoot and monitor potential scheduling problems
  • Conduct schedule reviews
  • Conduct schedule reviews – audits of projects and their supporting documentation.

Qualifications

Basic Qualifications:

  • 6 years of experience, may have lead experience.
  • Must be a U.S. Citizen. 
  • Experience in technical project management.
  • 5+ years in technical project management with a focus on SDLC, project scheduling, and resource management.

  • Knowledge of Agile, Iterative, Waterfall, and Kanban methodologies.

  • Experience ensuring project compliance with SDLC policies and implementing governance strategies.

  • Ability to define, track, and report key project metrics (e.g., BAC, CPI, SPI, EAC, ETC).

  • Proficiency in using PMO tools for resource management, project tracking, and reporting.

  • Strong background in project scheduling, including baseline management, performance measurement, and schedule reviews.

  • Understanding of revenue recognition processes and timely invoicing for third-party projects.

  • Ability to train, mentor, and provide guidance to project management staff on best practices and PMO tools.

  • Strong analytical skills to monitor project progress, troubleshoot issues, and drive project delivery on time and within budget.

Preferred Qualifications:

  • Certification in Project Management (e.g., PMP, PgMP, or equivalent) preferred.
  • Agile, Scrum, or Kanban certification (e.g., Certified ScrumMaster or similar) would be beneficial.

Target Salary Range

$104,000 - $166,000. This represents the typical salary range for this position based on experience and other factors.
