Responsibilities

The Scrum Master will manage projects and development teams executing in a range of methodologies including waterfall, agile, and lean; ensures the project meets scope, schedule, and budget; serves as the Scrum Master for Agile projects; liaison between business and technical team; performs risk management; ensures government receives actionable information in a timely manner necessary to obtain decision/guidance to facilitate project execution.

 

The Scrum Master will serve as the Government’s primary Point of Contact (POC) for the government Production Owners (GPO), provides overall leadership and guidance for all contractor personnel assigned to the sprint teams. The Scrum Master is ultimately responsible for the quality and efficiency of the program, to include both technical issues and business processes. The Scrum Master shall be available to respond to Government questions, concerns, and comments, as well as be proactive in alerting the Government to potential business, requirements or programmatic issues including situations that may compromise the team’s ability to provide services.

Qualifications

Required Expertise:

  • Minimum of 8 years with BS/BA; Minimum of 6 years with MS/MA; Minimum of 3 years with PhD; 12 years of experience in lieu of degree
  • 7+ or more years of IT experience, 5+ years providing program/project management for complex IT solutions
  • Current GSA Public Trust or ability to obtain GSA Public Trust
  • Demonstrated experience managing Agile software development teams
  • Demonstrated experience working with Agile, and/or Continuous Delivery approaches and best practices, especially those that support scaling Agile to an enterprise such as the Scaled Agile Framework (SAFe)
  • Demonstrated experience in using an Agile development framework including task estimation, test automation, deployment automation and Continuous Integration to 'improve overall execution speed and product quality
  • Proven ability to meet cost, schedule, and performance requirements for complex IT projects, or organizational transformation initiatives
  • Demonstrated ability to orchestrate the management of technology scope and risks.
  • Demonstrated experience ensuring that the technical expectations of deliverables are met through Agile processes; additionally, support the continuous improvement of those processes
  • Demonstrated experience delivering agile software solutions using best practices such as Test-Driven Development (TDD) or Adaptable Software Design
  • Demonstrated experience in managing in a continuous integration and DevOps environment.
  • Demonstrated experience with the management, manpower utilization, and supervision of employees (including subcontractors) of various labor categories and skills in projects similar in size and scope complex IT projects, or organizational transformation initiatives
  • Demonstrated experience in a quality assurance environment that includes knowledge of customer satisfaction tracking, user complaint and monitoring programs, and quality control programs.
  • Excellent written and verbal communication skills, with proven results in coordinating and managing at the executive level

Required Certifications:

  • PMI-PMP or PMI-ACP or Scrum Alliance Advanced Certified Scrum Master or Scaled Agile SAFe Advanced Scum Master

Desired Experience:

  • Demonstrated experience managing Agile software development teams within a government environment
  • Working knowledge/experience of the Federal Government’s Acquisition Processes

Preferred Certifications:

  • Information Technology Infrastructure Library (ITIL)® Foundation Certification

Target Salary Range

$104,000 - $166,000. This represents the typical salary range for this position based on experience and other factors.
