Overall Assignment Description:

 

Ready to join NGA’s Enterprise Engineering & Architecture Lead Integrator Team to drive (1) Digital Transformation across enterprise architecture, systems engineering, integration, and governance processes within NGA’s Digital Engineering Environment and (2) Mission Transformation, across a variety of key enterprise priorities (e.g., AI/ML, Multi-Cloud, Tactical Edge, Joint Ground Integration)?

 

We are looking for an Expert-level Lead Integrator to join our dynamic, fast paced NEE Enterprise Engineering & Architecture Lead Integrator Team to provide technical leadership to the yearly Information Technology (IT) Technical Planning Guidance (TPG) cycle, to inform POM planning and strategic investments.  You will lead a variety of engineering studies (e.g., data storage) to drive development of the TPG.  You will provide thought leadership and innovation, to expand the digitalization and automation of the TPG analysis and production cycle.  You will participate in Integration Forums and the Agency Engineering Review Board, to ensure end-to-end coordination and approval of the TPG. 

 

As a GEOINT interface and data SME, you will lead and continuously expand and modernize the NGA Interface Control Working Group (ICWG), driving innovation into the digital management of APIs, etc across a complex enterprise.  You will serve as an Enterprise Engineering & Architecture representative to the Agency’s Data Governance Council, working with the CDO and others on data strategies, architectures, and solutions. You will provide systems engineering services (e.g., architecture and requirements analysis; CONOPS development; Epic and Feature development; Roadmap development) to respond to a wide array of enterprise taskers.  You will build effective relationships across Government Organizations to ensure coordinated enterprise recommendations and solutions to deliver future IC mission capabilities. 

 

Duties include (but are not limited to):

  • Provide strategic thought leadership and engineering leadership to the annual TPG
  • In partnership with the Government Customer, lead the Interface Control WG
  • Serve as a representative to the Data Governance Council
  • Lead a variety of engineering analyses, with particular focus on “data”
  • Provide technical oversight, risk management, and continuous enterprise reporting
  • Participate in NGA Digital Engineering (DE) Program Increment Planning Events, Demos, and Forums as a DE Stakeholder/User, to drive development of Features to support TPG modernization
  • Participate in NGA Boards and Forums to drive Digital and Mission Transformation activities and identify areas of risk and concern for elevation to the Government Customer
  • Participate in NGA Risk Management processes, as necessary
  • Coach systems engineers from other organizations on NGA Enterprise Engineering processes
  • Mentor and oversee the work of Senior- and Mid-Level Contractor Systems Integrators and Engineers on the Lead Integrator Team
  • Identify areas of growth and expansion for the Lead Integrator Team, proposing new priorities and tasking to the Government Customer

Skills and Experience:

Required:

  • Master’s degree in Engineering, Computer Science, Information Technology, Management Information Systems, or related STEM degree program.
  • 18 years of technical experience is required. If the 18 years is as a Lead Integrator, it may be considered in lieu of degree.
  • Experience integrating solutions using Cloud Based Technology such as: Service Oriented Architecture (SOA), On-demand self-service, Broad network access, Resource pooling, Rapid elasticity, Measure Service, Software as a Service (SaaS), Platform as a Service (PaaS), and Infrastructure as a Service (IaaS).
  • Must demonstrate hands on experience in architecting and building large scale, service-oriented software products.
  • TS/SCI clearance adjudication or ability to obtain SCI and pass a poly.

Desired:

  • 18 years' working experience in government or industry in DoD/IC Acquisition Process or PPBES.
  • Documented Expert-level work experience and demonstrated knowledge:
    • In the field of geospatial intelligence.
    • Of the GEOINT TCPED cycle and familiarity with systems / services that comprise TCPED.
    • With NGA and/or its Mission Partners.
    • With GEOINT data.
    • Managing complex system-of-system engineering and integration projects.
    • Leading cross-Organization Working Groups, with Government Sr. Leadership visibility and participation.
  • Experience throughout the Systems Engineering lifecycle (Architecture, Requirements, CONOPS, Design, Integration, Test, O&M, Decommission).
  • Project/Task leadership.
  • Strong analytic background performing Analysis of Alternatives and various technical engineering assessments.
  • Hands-on experience with Jira and Confluence.
  • Familiarity with Digital Engineering processes and tools.
  • Training and certification in Scaled Agile Framework (SAFe), with hands-on adoption and implementation in previous projects.

Target Salary Range

$146,000 - $234,000. This represents the typical salary range for this position based on experience and other factors.
