Responsibilities

Peraton is seeking an experienced Irregular Warfare Targeting Analyst with a DoD Top Secret (with SCI eligibility) Clearance at USNORTHCOM-Peterson, SFB Colorado Springs, CO in support of a US Government client at to provide analysis and target development for complex and significant theater, regional, and/or global issues in support of the Counter Transnational Criminal Organization planning team.  The Targetter shall perform a broad range of intelligence driven analysis assignments in direct support of planning and operations on challenging and dynamic problem set. 

 

This Position is located at Peterson SFB, Colorado Springs, CO.

 

This position performs all levels of target analysis, in order to lead the production of a broad range of finished information products in support of sensitive command activities. Prepares target packages, information papers, decision papers, and briefings to inform irregular warfare planning, supports law enforcement activities and interagency coordination, and supports senior leader decision-making.

 

Develops and recommends strategies and mitigation initiatives to address gaps and shortfalls in collection and analytic capabilities faced by the command.  Detailed experience performing joint targeting process is highly desired. Detailed experience in the military intelligence or Federal Law Enforcement field is highly desired. Experience in special operations targeting is desired.

 

As our Targeting Analyst you will have the opportunity to:

  • Research, evaluate, analyze, and fuse multiple source reporting, including OSINT, on specific targets into finished intelligence products used by IW and HUMINT operational planners
  • Utilization of knowledge of joint doctrine and joint planning concepts, to include the Joint Operations Planning Process (JOPP). Applying operational art and operational design in the application of JOPP
  • Identify and facilitate implementation of unique sensitive activity capabilities, generally within the domains of Special Technical Operations (STO), Special Access Programs (SAP), and Alternate Compensatory Control Measures (ACCMs).
  • Apply a variety of analytic methodologies in order to visualize and present insights to decision-makers and in support of organizational objectives.
  • Support the efforts of fellow analysts, data scientists, and planning teams by sourcing, providing, consolidating, or synthesizing data into displayable formats for ease of interpretation and dissemination. 
  • Develop. prepare, and briefed point papers, targeting packages, decision briefs, and operational concepts to General Officers, senior military stakeholders and Senior Executive Service (SES) leaders, community of interests, staff directorates, and alliance partners.
  • Identify, gather and assess all-source information in order to inform planning activities for Military, Law Enforcement, DOJ, and Finance capabilities
  • Integrate Intel Analysis into operations plans and ensure that capabilities that support IW are considered in the deliberate planning processes.
  • Integrate F3EAD methods in support of kinetic and non-kinetic operations
  • Apply technical skills to strategic and operational analysis, identifying and tracking measures of performance through attainment of measures of effectiveness, and providing advice concerning the application of commercial OSINT capabilities and Government capabilities during the development of operational concepts.
  • Provide iterative, written and oral inputs and recommendations for the development and refinement of functional, command objectives, priorities, strategies, plans, and planning documents
  • Translates, both orally and in writing, technical content and tactics, TTPs found in proposed COAs, OPLANs, and CONPLANs into high-level briefs, point papers, and talking papers
  • Conducts Target Development (Basic, Intermediate and Advanced)
  • Collaboration with IA/IC/LE Partners to facilitate targeting efforts

Qualifications

Required Qualifications: 

  • Minimum of 8 years with BS/BA or minimum of 6 years with MS/MA.
    • May consider an additional six years of relevant experience
    • or Associates degree and four years of relevant experience in lieu of a Bachelor’s degree.
  • Joint Targeting Course graduate
  • Formal training or more than three years of practical experience utilizing the F3EAD, Social Network Analysis, and CARVER methodologies
  • Have a minimum of 2 years of experience as a Targetter at the service or joint level, supporting operations with Combatant Commands (CCMDs), Component Commands, or Joint Task Forces; or Federal Law Enforcement equivalent
  • Knowledge in planning and targeting processes and analysis processes as well as a general understanding of an intelligence process and procedures
  • Ability to engage senior military leaders and staff and conduct operational and informational briefings to a large audience with demonstrated work experience within a task organized working group and expertise with planning, integrating, and coordinating with inter-agency and intelligence community entities with documented experience coordinating with inter-agency and intelligence community and working effectively within a task organized "working group"
  • Network development to identify people, relationships, and organizations related to transnational criminal organizations, emerging and disruptive threat actor groups, gray zone, and illicit actors for target development
  • Must be a US Citizen and possess a valid US Passport, not expiring within 6 months
  • Current DoD Top Secret security clearance, with SCI eligibility  

Preferred Qualifications:

  • Staff level planning and CONOP development experience at the Joint Staff, Combatant Command, TSOC and/or Sub Unified Command level
  • Expertise in inter-agency coordination to facilitate the production of intelligence materials
  • Experience as a non-lethal targeting officer at COCOM or other strategic command
  • Experience with the NORTHCOM AOR
  • Expertise in planning, integrating, and coordinating with interagency and intelligence community entities.
  • Relevant information operations training such as:
    • Joint information operations planner course
    • Defense OPSEC planner course
    • Irregular warfare course
  • Experience with supporting the integrating, coordinating, and synchronizing adjacent and supporting operations, as well as the support for related capabilities and their activities
  • Be familiar with, certified in, or have applicable operational/field time experience in at least one of the following:
    • Military Information Support Operations (MISO) / (formerly Psychological Operations (PSYOP))
    • Military Deception (MILDEC)
    • OPSEC activities
    • Cyberspace Operations
    • SIGINT related activities
    • OSINT related activities

Target Salary Range

$112,000 - $179,000. This represents the typical salary range for this position based on experience and other factors.
