Responsibilities

The Office of Space Weather Observations (SWO) under NESDIS is responsible for advancing space weather observational capabilities to meet NOAA programmatic needs. NOAA’s Space Weather Next (SWX) program maintains and extends space weather observations from various vantage points, selected to most efficiently provide comprehensive knowledge of the Sun and the near-Earth space environment needed to protect our technological infrastructure.

 

The Space Weather Ground Services (SWGS) is responsible for comprehensive ground services for all SWX projects, ensuring successful implementation and operation of observing assets and ensuring the continuity of space weather measurements made by SWFO-L1 and the GOES-R series satellites.

 

The SWGS Mission Operations Services (MOS) program must provide a full mission satellite command and control solution to support the L1 Series with two new independently launched observatories.

 

Peraton is seeking to hire a Software Development/Engineering Manager to join this new SWGS-MOS program.

 

**This position is contingent on contract award.**

 

Responsibilities:

  • Lead a team of engineers and technical staff in the development and implementation of modernized ground systems for the SWFO CGS with a focus on cloud technologies.
  • Provide technical guidance and mentorship to team members, fostering a culture of innovation, collaboration, and continuous improvement.
  • Execute/support system modernization efforts to enhance the system’s capabilities, improve its maintenance and sustainment posture, improve usability, and/or reduce long term costs.
  • Manage modernization efforts for the two primary systems as well as the infrastructure supporting these systems.
  • Define system architecture and design specifications for cloud-based solutions, leveraging best practices for scalability, reliability, and performance.
  • Manage the entire software development lifecycle, including requirements analysis, design, implementation, testing, and deployment.
  • Manage/support cloud-based initiatives as requested by the customer.
  • Support development/management of system architecture and design specifications, requirements supporting the integration of COTS-based systems and custom software, from the system design phase through development, documentation, installation, and commissioning of the completed system.
  • Perform group wide project management activities to include financial management, technical compliance, and scheduling creation and tracking.
  • Monitor modernization task activity progress, identify risks and issues, and implement mitigation strategies to ensure on-time and on-budget delivery.
  • Prepare and deliver technical presentations, reports, and documentation to internal and external customers.
  • Ensure adherence to industry best practices, standards, and protocols for software development and system integration.
  • Being familiar with incorporating Systems Engineering processes for NASA, NOAA e.g. NPR 7123
  • Have a detailed understanding of the Requirements Life-Cycle.

Qualifications

  • Active Public Trust clearance
  • 12+ years of experience and BS/BA in Engineering, Computer Science, Information Systems, Math, or related technical discipline.
  • Management of large ($10M plus) US Government software and hardware development projects
  • Have 5+ years’ experience in development, integration, and testing complex software development projects. Strong problem-solving skills and ability to think strategically while also paying attention to detail.
  • Prior experience working with NOAA, particularly SWFO Ground Systems.
  • Proficiency in software development methodologies, tools, and technologies.
  • Deep understanding of cloud computing concepts, architectures, and services, with experience working with major cloud providers such as AWS, Azure, or Google Cloud Platform.
  • Experience working in an Agile development environment and methodologies, such as Scrum or Kanban.
  • Familiarity with the NASA/NOAA SE processes
  • Experience in cross functional disciplines such as software development, hardware development, IT Security.
  • Deep understanding of satellite ground systems, including data processing, command and control, telemetry, and mission planning.
  • Knowledge of satellite constellation operations and orbital mechanics
  • Experience with Systems Engineering Tools (e.g., Rational DOORS
  • Familiar with the Atlassian tool suite, including Jira, Insight, Confluence, Risk Register, Crucible, Bitbucket, Git, etc.

Target Salary Range

$104,000 - $166,000. This represents the typical salary range for this position based on experience and other factors.
