Responsibilities

This position will be responsible for the following:

  • Serve as a thought leader for incorporating innovative, responsive, and efficient systems improvements to the COSMOS scope
  • Lead the contracts “Giant Leap” initiative and be the contract POC for interface with both the company and other contracts “Giant Leap” programs
  • In conjunction with the Systems & Support Eng. Dept. Mgr, provide governance, policy, procedure and guidance as well as direct system engineering using methodologies and techniques appropriate to the engineering discipline.
  • Support the development of operations concepts, design/procurement specification, interface documentation, and test plans/procedures.
  • Provide expert advice and support during a project's entire life cycle from the specification and analysis of requirements, through the design of the hardware or software, procurement, fabrication, assembly, to integration and test to verify that system requirements have been realized.
  • Identify and solve technical problems during all phases of a project.
  • Provide Operational support of missions or systems.
  • Define and perform trade studies.
  • Co-chair the contract Risk Management Board and support anomaly review boards.
  • Assist NASA organizations and chief engineers with near-term and long-term upgrades and architectures for evolution, efficiency, unification, and modernization and/or replacement of systems and tools under the COSMOS contract.
  • Maintain the knowledge base of the state-of-the-art in technologies associated with the COSMOS systems.
  • Lead, and as appropriate define continuous improvement opportunities
  • Define and implement opportunities for the unification of COSMOS processes, procedures, and techniques for operations, maintenance, and sustainment.
  • Develop technical reports and documentation.
  • Develop IR&D proposals and coordination of associated activities.
  • Provide supervisory leadership to COSMOS facility specific Chief Engineers
  • Lead Corporate/Contract tool Development
  • Coordinate and mentor technical personnel and interns in support of COSMOS Succession plans.
  • Establish technical excellence across the COSMOS organization by:
    • Leading engineering peer reviews,
    • Leading, validating and documenting lessons learned
    • Maintaining the COSMOS Systems Engineering Management Plan (SEMP).
  • Develop, implement and maintain comprehensive succession plans for all Chief Engineer & Innovation managers, leads and critical positions.
  • Coordinate and mentor personnel in support of COSMOS Succession plans

Qualifications

Basic Qualifications:

  • MS/MA Degree (or equivalent) in Aerospace Engineering, Electrical Engineering, Mechanical Engineering and 17+ years of related experience.
  • Prior experience with projects involving NASA, hardware and software interfaces, and mission control development and operation.
  • Demonstrated experience in information technology (IT) security management and computer network infrastructure
  • Demonstrated experience leading continuous improvement and delivering innovation
  • Experience/Certified in Earned Value Management
  • Some travel is required within the continental US (20%).
  • This position requires the candidate to be able to obtain a TS/SCI security clearance.

 

Desired Qualifications:

  • Strong problem solving, analytical, and presentation skills; as well as the ability to coordinate activities across multiple organizations to ensure the seamless integration of new capabilities into the NASA mission control systems.
  • Experience with NASA's human spaceflight engineering requirements and operations culture.
  • Effective written and verbal communications skills.
  • Experience with or knowledge of:
    • Hybrid cloud architectures.
    • Scaled Agile Framework (SAFe) or related Agile framework experience, deployment
    • ITIL V4 Framework knowledge/experience
    • Model Based Systems Engineering framework knowledge/ experience, deployment

Target Salary Range

$146,000 - $234,000. This represents the typical salary range for this position based on experience and other factors.
