Responsibilities

Are you looking for an Engineer Systems III / OCO Planner role?

 

This is what you'll get to do: 

  • Draft or edit Operational Plans (OPLANs), Operational Orders (OPORDs), and Fragmentary Orders (FRAGOs)
  • Participate in Joint Planning Groups and Operational Teams (JPG/OPT), develop and integrate Department of Defense Information Network (DODIN) and defensive cyberspace capabilities into plans; support action officers with planning, and remain cognizant of missions and priorities
  • Assist in planning, research, and analysis of DoD cyberspace policy, analysis of cyberspace events and operations, provide specialized expertise in such areas as Cybersecurity Service Providers (CSSP), Open Source Intelligence (OSINT) Analysis, and Vulnerability analysis
  • Assist with Command-level cyber inspections and vulnerability of cyber requirements, conduct technical analysis and provide reports on the integration of cyber requirements, capabilities, and training
  • Monitors and reviews strategies, doctrine, policies, directives, and instructions from higher echelon headquarters and makes recommendations to ensure compliance and/or consideration in planning efforts
  • Analyze emerging Operational and Functional Requirements at the force, theater, Combatant Commands (COCOM) and national levels to support the formulation, development and assessment of doctrine, strategy, plans, concepts of operations, and tactics, techniques and procedures in order to provide the full spectrum of Cyber Warfare and enabling capabilities to the warfighter
  • Provides input to briefings, transitioning concepts to execution, and assisting in the coordination of joint operational planning in support of training, exercises, combat, and contingency plans and operations
  • Knowledge and experience in Combat Mission Team (CMT) and Combat Support Team (CST) C2, management, and employment.
  • Develops and integrates cyberspace capabilities into deliberate, contingency, operation, and crisis action planning
  • Provides input to address shortfalls, prioritize and validate requirements, and be prepared to modify development planning efforts based on the changing cyberspace environment
  • Contributes to the development of exercise scenarios, exercise operational plans, and other required documentation to support planning and execution to accomplish exercise training priorities

Qualifications

Basic Qualifications:

  • Active/Current Top-Secret/SCI with polygraph
  • Minimum of Bachelor's Degree from an accredited college or university
  • Strong analytical and problem solving skills 
  • Minimum of 8 years with BS/BA;  Minimum of 6 years with MS/MA; Minimum of 3 years
    with PhD of related experience.

Preferred Qualifications:

  • 8 years recent (since 2013) work experience as an Offensive Cyberspace Operations (OCO) planner. Waive 2 years of experience requirement for every year spent on a Combat Mission Team (CMT) in any work role. Waive 2 years of work experience requirement for every year spent in an OCO planner role within a Joint Force Headquarters – Cyber (JFHQ-C) command. OR
  • 4 years recent (since 2013) work experience in offensive cyberspace capabilities development. Waive 2 years of experience requirement for every year spent on a Combat Mission Team (CMT) in any work role.
  • Active Project Management Professional (PMP) certification or equivalent (i.e. Prince 2 certification. DAWIA Level III, etc.) or an additional 4 years recent (since 2013) experience in offensive cyberspace capabilities development. OR
  • 4 years recent (since 2013) work experience as an Interactive On-Net Operator (ION), cyberspace Exploitation Analyst (EA), or equivalent

Target Salary Range

$112,000 - $179,000. This represents the typical salary range for this position based on experience and other factors.
