Responsibilities

Peraton is seeking a Software Development Manager to join our growing Postal team. The ideal candidate plans, directs, and coordinates all activities associated with creating software across multiple functional areas and products. Prioritizes and allocates projects, products, and resources in conjunction with project managers. Participates in the strategic decisions about technology, definition, and implementation of software products, and monitors technology trends for applicability to client strategies. Makes employment decisions, such as hiring, rewarding and manages work assignments across a team of developers.  Independently gathers and analyzes information for developing and modifying information processing systems in accordance with client requirements. Leads, analyzes, designs and implements technical solutions per defined requirements.  Prepares the architectural plan for the integration of these systems into the larger technical environment.  Interfaces with client stakeholders to define requirements for new/upgraded systems and creates design specifications/documentation for the developers.

  • Knowledge of/experience with Cloud Technologies preferably GCP, Confluent Kafka, Apigee API Management, Java/J2EE, SQL, stored procedures, JSP, JQuery, JPA, Hibernate, XML, RESTful web services, JSTL, JavaScript, Ajax, Bootstrap, CSS, HTML, HTML5, Build Gradle, Maven, Struts, Spring Framework, Oracle, MS SQL Server, IBM WebSphere, Apache Tomcat, Web Server Configuration & Deployment, Eclipse, IBM Rational Application Developer for WebSphere Software, Windows, UNIX, and Linux MicroStrategy
  • Able to create architectural diagrams, blueprints and prototypes to articulate the solution definition to leadership, stakeholders and project teams
  • Able to create basis of estimates to derive Rough Orders of Magnitude and proposed pricing for client-facing projects 
  • SME-level knowledge of data structures and computing algorithms
  • Able to troubleshoot application- & environment- related problems
  • Able to perform all functional duties independently on high-visibility programs, or mission critical aspects of a given program
  • Able to oversee the efforts of direct reporting resources and/or be responsible for the efforts of all staff assigned to a specific project/task
  • Demonstrated ability to mentor less-experienced personnel in object-oriented development
  • Extensive experience with requirements definition, specification creation, and preparation of conceptual, logical and physical design documentation using case models, class models, component models, and physical models
  • Extensive experience with full life-cycle software applications development (i.e., design, construction, testing, and implementation)
  • Able to evaluate third party products, train teams and promote innovation through these tools to stakeholders and clients for continuous improvement
  • Able to work with client's Enterprise architecture teams to demonstrate solutions
  • Demonstrated client interaction skills and ability to work in a team environment, on-site in a client facility
  • Demonstrated ability to manage work assignments across a team of developers

Candidates must have resided in the US for the past 5 years and not traveled outside of the US more than 6 months total in past 5 years.

Qualifications

Basic Qualifications

  • Bachelor's degree and 10-12 years experience or Master's degree and 8-10 years experience or high school diploma/equivalent and 14 years experience 
  • Must have experience leading software solutioning and managing application configuration, deployment and testing activities to include, ensuring that projects are completed on time and according to quality standards/acceptance criteria
  • Must have strong experience facilitating communication upward and across project team including project status to senior leadership; and justifications for variances and technical information.
  • Must have extensive experience with at least one of the following technologies: 
    • Agile methodologies/development
    • VersionOne or Jira
    • ServiceNow
    • Application Lifecycle Management (ALM)
    • Automated testing products/frameworks/techniques
  • Excellent communication skills and ability to effectively interface with internal and external stakeholders
  • People management/leadership experience, i.e., (e.g., hiring, performance management, mentorship/development, of a team of employees.
  • Must have the ability to stay abreast of and evaluate emerging technologies for application in future/current projects.
  • U.S. Citizenship; must have the ability to obtain and maintain a Public Trust clearance

 

Preferred Qualifications:

  • Solution development and architecture experience in Azure / Google/ AWS; prefer cloud-based certifications. 
  • Familiarity with U.S. Postal service technical processes and development practice

Target Salary Range

$135,000 - $216,000. This represents the typical salary range for this position based on experience and other factors.
