Responsibilities

The Expert level Functional Specialist/Advisor (FSA) provides expertise, guidance, and consultation directly to the D and DD/CIO-T as a technical advisor and subject matter expert.  The FSA will develop technical briefings, talking points, stakeholder points of views, courses of action and recommendations to address questions, or inquiries posed by partners outside CIO-T, to include the NSG and IC. The FSA understands NGA Senior Executive leaders’ upcoming schedules, engagements and meetings to prioritize, prepare and ghost write key CIO-T technical summaries.  The FSA conducts research into complex relationships between NGA acquisition programs, architecture and engineering efforts, funding decisions, and schedules/plans, and understands and communicates key Enterprise and Solutions Architecture issues, assumptions, dependencies, gaps, and integration plans consistent with current internal documentation/discussions. The FSA builds and leverages professional network internal and external to NGA to accomplish assigned tasks.

Skills and Experience:

Required:

  • Master’s degree in Engineering, Computer Science, Information Technology, Management Information Systems, or related STEM degree program, or equivalent Expert level experience as an Enterprise Architect
  • Strong technical background, knowledge of CIO-T’s and NGA’s organizational structures, and background in acquisition and resource management
  • 20 years minimum experience with program management & acquisition processes
  • 15 years minimum experience preparing technical and programmatic overview material for senior government officials and congressional oversight bodies
  • 5 years minimum working on NGA Enterprise and/or Solution Architectures within NGA
  • At the Enterprise Architecture level, this means experience defining, developing, documenting, and maintaining the NGA, NSG, ASG, United States Government (USG), commercial and foreign partner AS-Is and To-Be Architectures consistent with the NGA GEOINT CONOPS. This would be inclusive of business, Data, Network, Security and Solutions-level sub-architectures.
  • At the Solutions Architecture level, this means experience defining the orchestration of systems and services across the Enterprise to deliver the functions required to satisfy operation capabilities and mission activities. It includes the allocation of functions, services, requirement responsibility and interface definitions to the appropriate time phased architecture, technical roadmap, To-Be Architecture and program
  • 15 years minimum experience performing Architecture level System of Systems Analysis for major defense and intelligence programs
  • Demonstrated experience in consultation, facilitation, collaboration, and presenting

Desired:

  • Demonstrated experience and understanding of CIO-T’s programs and areas of oversight inquiry
  • Demonstrated understanding of the geospatial intelligence mission and its contributions to the IC
  • Demonstrated experience preparing acquisition strategy documentation
  • Demonstrated understanding of DoD & ODNI acquisition oversight policy and processes
  • Experience with Microsoft Office Suite products, especially Microsoft Word, PowerPoint, Excel

Target Salary Range

$146,000 - $234,000. This represents the typical salary range for this position based on experience and other factors.
