The Space and Intelligence Sector is seeking an Expert Level Program Manager to lead a dynamic engineering team in either Springfield or Chantilly VA.  The Enterprise Engineering team support the Government by providing Model-based systems engineering (MBSE) and integration support for NGA’s Sensor Integrations (TIS) Office, providing solutions-level Architecture engineering, Modeling, Simulation and Analysis (MS&A) to support system requirements, design, analysis, verification, and validation activities from the conceptual design phase and continuing throughout development life cycle phases. You will manage a large team supporting leading edge technology, providing strategic and innovative solutions for customer needs across the business, technology, and organizational spectrum. Description:

 

The Program Manager will rely on extensive experience to perform Program Management (PM) functions for a large organization spanning approximately 100 FTEs of career and project managers, systems engineers, integrators, architects, chief engineers, and test specialists who envision, engineer, and optimize our customer’s future enterprise. This position will be a Contractually Key Personnel position fulfilling all Required Qualifications as stated below. 

 

The Program Manager interfaces with the NSES Program Management Office (PMO), Task Order Program Manager (PM), Government acquisition PMO and Government Leads to ensure all positions supporting the acquisition program are staffed and/or backfilled quickly with qualified personnel in accordance with the specified TO Position Descriptions.  The Program Manager is responsible for ensuring work deliverables are submitted on time, resolving performance shortfalls or deficiencies, supervising NSES contractor personnel and communicating overarching Government acquisition program objectives and goals to the contractor team.  The Program Manager works with the Government PMs to plan and orchestrate work activities for coordinated deliveries and comprehensive solutions.  The NRG Program Manager provides technical expertise and assistance to the Government on programmatic matters related to lifecycle engineering and industry program management best practices to maximize the program’s successful contribution to NGA’s GEOINT mission.

 

The Program Manager is responsible for managing a large team performing combined activities and work products which include programmatic and engineering planning, oversight, and delivery against customer priorities and Award Fee Plans, as well as CDRL development, staffing, and subcontracts, management to enable successful contract/Task Order (TO) execution and delivering against the Statement of Work (SOW). The Program Manager is responsible for ensuring the successful contractual execution of the project and serves as the authoritative point of contact for the vendor on all  NRG performance matters. The PM interfaces with the SAR Sensor Integration Division Chief, Deputy Chief, and multiple  Government Leads and Chief Engineer to ensure all positions for NRG are staffed and/or backfilled quickly with qualified personnel in accordance with the specified TO Position Descriptions. The PM is responsible for NRG planning future work, ensuring work deliverables, resolving performance shortfalls or deficiencies, supervising contractor personnel, and communicating overarching Government objectives and goals for the project to the contractor team.

 

The PM works with the project Lead Integrators, Business Process Manager, and all Critical Staff including Key Personnel positions, as well as the Government Leads to plan and orchestrate work activities, schedules, timeline, and milestones for coordinated deliveries and comprehensive solutions. The PM provides technical expertise and assistance to the Government on programmatic matters related to lifecycle engineering and industry best program management practices to achieve NRG’s mission and functions.

 

Programmatic duties include:

  • Manages a  large project within a Task Order. Has supervisory and developmental responsibilities within a functional area. The program manager manages one or more projects, manage an operating office, and supervises professional and technical personnel performing in their customary disciplines.
  • Responsible for the successful technical, schedule, and cost performance of a major project, or multiple projects, through subordinate project managers, in accordance with contract requirements and company policies, procedures and guidelines. Maintains aggressive efforts to achieve objectives. Acts as a technical liaison with vendors.
  • Develop and deliver required contract, departmental, project and/or financial reports.
  • Trains and supervises personnel. Develops Quality Assurance Programs for products and services. Prepare Staffing Plans, including skill and labor mix, to support contract operations. May be responsible for recruiting, interviewing, and hiring staff. Assign staff and provide technical direction as necessary to complete task.
  • Acquires follow-on business associated with areas of responsibility and supports new business development by leading major proposals personally, or through subordinate project managers. Assists in proposal process and coordinates with Pricing Department when required.

Duties include:

  • Provide support to the Task Order PMO to ensure the timely execution of all technical, financial, staffing, customer, and administrative actions.
  • Provide program management support to Government TO Leads to facilitate the technical execution of the TO.  Program Management support includes cost, schedule, risk and performance management of all NRG staff and work activities.
  • Work with Government TO Leads to ensure contractor personnel are qualified to perform the assigned task, tasks are understood and completed within the specified timelines, and potential personnel problems are pre-empted.
  • Consult and coordinate with the Task Order PMO and appropriate Government TO Leads for new resource requirements and associated cost estimates resulting from technical work scope adjustments. 
  • In coordination with the Task Order PMO and Government TO Leads, establish, and implement streamlined processes and procedures enabling the rapid respond to surge requirements for increased contract personnel.
  • Pre-coordinate all travel and training with the Task Order PMO and Government TO Leads prior to scheduling.
  • Ensure programmatic alignment and adherence to the NGA/NRG Vision, Planning and Programs, CIOT Priorities and TA Priorities.
  • Ensure the accuracy, quality, configuration management and timely delivery of all required TO deliverables Trip Reports, Briefings, Evaluations, Technical Assignments, White Papers or other Government requested deliverables necessary for the successful execution and/or completion of work activities.
  • Support NGA and IC Steering Groups, Advisory Groups and Governance Boards as required.
  • Provide program management expertise in lean six-sigma strategies and execution and agile methods, practices, and execution.
  • Perform day-to-day contractual and programmatic management of the NRG project.

Qualifications

Required Qualifications:

 

  • Bachelor's degree in Computer Science, Computer Systems Engineering, Engineering, Engineering Management, Information Technology, Mathematics, System Engineering, or a related STEM Degree Program, or related equivalent additional experience.
  • Expert level (18+ years) experience as a Program/Project Manager in terms of cost, schedule, performance, and risk management.
  • Experience successfully building and leading large teams of engineering staff.
  • Experience in engineering, design and analysis of IT or related systems experience in all phases of design, development, analysis and documentation, and development of standards and guidelines for tasks being performed.
  • Previous IC or DoD program/project work experience.
  • Previous NGA and/or NSG/ASG program/project work experience.
  • Expert level (18+ years) experience as a Program Manager in terms of cost, schedule, performance, and risk management.
  • Expert level (18+ years) experience in government or industry in DoD/IC Acquisition Process or PPBES.

Desired Qualifications:

  • Knowledge of the geospatial intelligence mission and its contributions to the Intelligence Community.
  • Expert-level work experience in government or industry, in DoD/IC Acquisition Process or PPBES.
  • Project Management Professional (PMP), DAWIA Level III certification in Program Management, or equivalent specialized training and experience with Project Management tools and techniques.
  • Working knowledge of Model Based Systems Engineering, processes, tools, and languages.
  • Experience with the development and/or review of cost estimates and the associated technical work scope necessary to achieve stated objectives.
  • Experience in lean six-sigma.
  • Experience in tailoring and using both Agile and Waterfall development methodologies
  • Experience with the identification of technical issues and proactive communication of possible impacts.
  • Experience in performing validation and verification of various engineering results and deliverables to ensure the highest quality results against customer requirements.
  • Working knowledge of Cloud-based technologies.
  • Working knowledge of structured and unstructured Big Data.
  • Working knowledge of Automation, Augmentation and Artificial Intelligence technologies.
  • Experience with and strong understanding of systems engineering lifecycle.

Target Salary Range

$135,000 - $216,000. This represents the typical salary range for this position based on experience and other factors.
