Responsibilities

Peraton is seeking a highly motivated individual to join our Subcontract Program Management (SPM) team. The selected SPM is responsible for the procurement and management of Subcontracts in support of several programs across various classified and unclassified customers. The SPM position may be telework (virtual) with possible travel on-site as needed. The SPM may be responsible for the following, depending on Program needs:

 

  • Pre-proposal/Proposal Support
    • Requests Non-Disclosure and Teaming Agreements
    • Facilitates relationships between program office/functional organizations and suppliers
    • Generates Program Directives for RFPs and ECPs including development of the Statement of Work (SOW) and documents for pricing
    • Prepares, tracks, and reports Data Calls and other proposal inputs
    • Analyze proposal
    • Support the SCA in subcontract definitization
  • Ongoing Administrative Support
    • Monitor technical, cost and schedule performance by the subcontractor
    • Support the resolution of technical, schedule, and subcontract problems
    • Provide interface with the subcontractor’s Point of Contact
    • Coordinate approval of subcontract deliverables and documentation
    • Assists program with subcontract resource identification, relay subcontractor resumes, and arrange interviews
    • Develop and administer award fee plans
    • Develops subcontract management plans
    • Conduct quarterly Subcontractor Program Management Reviews
    • Conducts program subcontract meetings (internally and externally with the subcontractor company)
    • Management of all subcontractor budget and funding allocations, resolving any issues creating risk to subcontractor performance
    • Ensure all obligations to the subcontractor are fulfilled
    • Management of Customer driven changes and their impact to the subcontractor
    • Participation in Customer meetings as requested
    • Administer invoicing accounts

Qualifications

  • Ability to obtain a TS/SCI clearance.
  • Requires 10 to 12 years with BS/BA or 8 to 10 years with MS/MA or equivalent experience.
  • Excellent Communication and a proven record of proactivity
  • Experience supporting teams across multiple programs with 5+ years of experience supporting one or more government agency
  • Experience with the following subcontract types: FFP, T&M, Labor Hour, Cost Reimbursement (w/fixed-fee).
  • Familiar with Fair and Reasonable determinations
  • High-level of accountability and responsibility with in-depth knowledge and a strong understanding of:
  • Federal Acquisition Regulations, Defense Federal Acquisition Regulations Supplements, as well as other Agency Supplements
  • Negotiations with potential subcontractors
  • Firm understanding of managing subcontracts with multiple contract types

 Desired Qualifications:

  • Degree in Business, Supply Chain Management, Business/Administration, Finance, Management, or similar
  • Well versed in being able to read, understand, and decipher required flow-down terms from a Prime Contract
  • Prior experience in Contracts, Subcontracts, Finance, or Program Management
  • Understanding of financial systems and purchase requisition process
  • Experience with Deltek Time and Expense and Cognos

Target Salary Range

$112,000 - $179,000. This represents the typical salary range for this position based on experience and other factors.
