Responsibilities

We are seeking a Pressure Vessel Lead at the Goldstone Deep Space Communication Complex (GDSCC) located at Fort Irwin, CA to augment our team to support our Deep Space Communications Network Services Contract (DSN) with the Jet Propulsion Laboratory (JPL). 

 

 Responsibilities:

 

  • Shall be responsible for implementing those aspects of the GDSCC Ground–Based Pressure Vessels and Pressurized Systems (PVS) program.
  • Shall manage and maintain a Web site of GDSCC PVS (GDSCC Pressurized Systems Web site).
  • Shall maintain PVS schedule and PVS status of all GDSCC PVS’s utilizing the PVS Configuration Management System.
  • Ensure all PVS are Certified or Exempt in accordance with NASA-STD-8719.17 and GDSCC PIOP-DSN-250.72 prior to placing into service
  • Shall oversee the Pressure Systems Recertification Program at GDSCC.
  • Shall perform periodic inspection and recertification for all PVS to ensure their ongoing fitness for service and to document and assess relevant changes in condition or knowledge that materially affect Risk Assessment Code (RAC)
  • Ensure that operating, inspection, and maintenance procedures are developed and implemented to assure compliance with the operational limits of the PVS
  • Shall collect, review, and submit Certification, Exclusion, and Out of Service packages to the JPL Pressure System Manager (PSM) for his/her authorization
  • Shall obtain waiver, exclusion, or certification authorization for locally purchased pressurized systems prior to their operation.
  • Shall be the DSN O&M Facilities technical authority on matters involving pressurized systems.
  • Shall review DSN O&M GDSCC Facilities designs to ensure PVS requirements are adhered to.
  • Shall review DSN O&M GDSCC Facility designs for inclusion into the GDSCC PVS program.
  • Shall be qualified as the GDSCC VT II and UTT II examiner as per DSN O&M GDSCC written practice
  • Shall perform Ultrasonic Testing-Thickness examinations as per local procedures
  • Shall perform Visual Examinations as per local procedures
  • Shall establish and maintain a strong functional working relationship with the JPL PSM and DSN Pressure Systems Engineer (DSN PSE)
  • Shall establish and maintain a strong functional working relationship with GDSCC Departments & Work Center Supervisors for all PVS inspection program elements.
  • Shall ensure that operation, inspection, and maintenance procedures are being executed by GDSCC personnel as required to maintain certification.
  • Shall evaluate vendor/subcontractor pressurized systems to determine if they are safe to operate on the GDSCC facility.
  • Shall develop and upgrade the GDSCC Pressure Safety Training program.
  • Shall report GDSCC PVS incidents and accidents to the JPL PSM.
  • Shall review and approve locally generated requisitions for new pressurized systems and component procurements as authorized by the PSM.
  • Document and maintain the certification status of PVS to indicate all Certifications, Exceptions, Waivers, Nonconformances, Special constraints, or instructions required for safe operation of the PVS.
  • Establish and/or maintain a configuration management program to control the engineering and maintenance changes made to PVS.
  • Evaluate tenant and transient (e.g., construction, and not including onsite support service) contract PVS programs to determine whether they can be accepted as meeting the requirements of NASA-STD-8719.17 and PIOP-DSN-250.72 by providing an equivalent level of safety or if they need to be incorporated into a NASA-operated PVS program.
  • Maintain and Update PVS training material and inspection/audit records/reports
  • Prepare the bi-monthly PVS agenda and chair the bi-monthly PVS meeting
  • Reports to the GDSCC EHS Manager and performs general EHS functions when directed.

 

Qualifications

 

Required Qualifications:

 

  • Bachelor’s Degree in an Engineering related field.  (Two years related experience may be substituted for one year of education)
  • Ability to obtain or maintain a Level II certification in VT and UTT techniques
  • Must possess and retain a valid California drivers’ license.
  • Ability to work effectively, both independently and as part of a dynamic team. Must demonstrate ability to interface with both external and internal customers.
  • Must be detail-oriented, able to adhere to deadlines and have strong technical, organizational and communication skills.
  • Must have strong knowledge and capability to review PVS drawings, designs, and specifications for piping and vessels.
  • Must possess required knowledge, skills, abilities, and experience and be able to explain and demonstrate that the essential functions of the job can be performed.
  • Effective written and oral communication skills as well as effective leadership skills.
  • Ability to prepare, compose and present PVS reports to all levels of management.
  • Knowledge of MS Word, Excel, Power Point, and related IT systems.
  • Ability to lift up to 50lbs.
  • Ability to work outdoors in potential extreme heat or frigid cold

 

Desired Qualifications:

 

  • Previous or current NDE Level I or Level II certification in the NDE techniques of Visual Testing (VT) and Ultrasonic Thickness Testing (UTT)
  • NBBI Certified Inspector
  • API 510 Certified Inspector
  • API 570 Certified Inspector

Salary Range

Salary Minimum: $40,000
Salary Mid: $80,000
Salary Maximum: $100,000
